Plainview is the county capital and county seat of Hale County in the US state of Texas in the United States .

The city is located in northwest Texas, on the border with the Texas Panhandle , at the junction of Interstate 27 with US Highways 87 and 70 and Highway 194, is about 85 km north of Lubbock and 125 km south of Amarillo and has one Total area of 35.7 km² without any significant water area.

According to the 2000 census, 22,336 people lived here in 7,626 households and 5,666 families. The population density was 625.8 inhabitants per km ². The racial the population was composed of 63.21% White, 5.87% African American, 1.13% Native American, 0.43% Asian, 0.06% Pacific Islander, and 26.53% other ethnic groups. About 2.77% were mixed race and 49.83% of the population were Hispanic or Latino of any race.
Of the 7,626 households, 40.1% had children under the age of 18 living with them. 57.2% of these were married couples living together. 13.0% were single mothers and 25.7% were non-families. 22.7% of all households were single households and there were people living in 11.2% who were 65 years of age or older. The average household size was 2.82 and the average family size was 3.33 people.
31.0% of the population were under 18 years old, 11.5% 18 to 24, 26.0% 25 to 44, 18.0% 45 to 64, and 13.5% who were 65 years of age or older . The median age was 31 years. For every 100 females of all age groups, there were 91.7 males. For every 100 women aged 18 and over there were 86.7 men.
The median income for a household in the county is $ 31,551 , and the median income for a family is $ 35,215. Males had a median income of $ 26,434 versus $ 19,888 for females. The per capita income was $ 13,791. 19.1% of the population and 15.0% of families are below the poverty line. Of these, 25.1% were children and adolescents under 18 years of age and 14.8% were 65 or older.
