Ponte di Albiano Magra

The Albiano Magra Bridge ( Italian Ponte di Albiano Magra ) was a bridge over the Magra River in northwestern Italy . It was part of the state road SS 330 or the provincial road SP 70, which connects La Spezia in the Liguria region with the province of Massa-Carrara in Tuscany . The bridge connected the district of Albiano Magra in the municipality of Aulla with Strada Statale 62 della Cisa on the other side of the river . The former Caprigliola-Albiano station of the Pontremoli railway is also located directly on this eastern bridgehead ; however, the section between Aulla and Santo Stefano di Magra is now closed. The bridge collapsed on April 8, 2020.

history

The bridge was designed by the engineer Attilio Muggia following a tender in 1904 and built from 1906 to 1908 by the construction company Società per la costruzione del Ponte Caprigliola Albiano , founded by Muggia and his assistant Nino Ferrari . It was one of the first reinforced concrete bridges built in Italy ; its construction required 3,000 tons of cement and 220 tons of steel. About 300 workers were involved in the construction. The bridge was inaugurated on October 25, 1908, after the work had been " subjected to strict static and dynamic load tests with rail vehicles, a steam tram and a high-performance locomotive" .

At the end of the Second World War , the bridge was mined by the retreating German troops during the Allied spring offensive in Italy in 1945 and partially destroyed during the demolition. Only the four pillars remained and were reused in the later construction. The reconstruction took place in 1949 by the construction company Nino Ferrari, which had already built the first bridge. The new bridge was designed by Arrigo Carè and Giorgio Giannelli.

The bridge was managed by the Province of Massa Carrara between 2000 and 2018. In December 2018, responsibility and responsibility for a further 1,300 bridges across Italy (and 3,500 kilometers of road) were transferred to the infrastructure company Azienda Nazionale Autonoma delle Strade SpA (ANAS) .

Bridge collapse

On April 8, 2020, the bridge collapsed at 10:14 a.m. After one of the bridge fields gave way, the other four fields collapsed one after the other. Due to far-reaching curfews as part of the COVID-19 pandemic in Italy, there were only two vans on the otherwise busy bridge at the time of the accident, and only one of the two drivers was injured. After the accident, gas leaked from the bridge as the supply line for the Caprigliola district was destroyed during the collapse.

The first warnings about the stability of the bridge had already been issued in 2013. Images from Google Maps also show clear cracks in the road surface over several years. In 2019, drivers reported cracks in the road surface especially after a phase of bad weather. After an inspection of the bridge damage in November 2019, the ANAS technicians assured that there were no structural problems, only aesthetic impairments. The traffic does not need to be restricted.

After the accident, Minister Paola De Micheli requested a detailed report from the operating company ANAS. On April 21, 2020, as part of the investigation into the collapse, a list of 17 accused experts and managers was published.

Location of the bridge (red arrow) and the possible alternative route via the A15 motorway

At the end of April 2020, ANAS proposed to build a provisional temporary bridge parallel to the old bridge until a new bridge was completed. By dispensing with a specific tendering procedure, considerable time savings are expected, so that the construction time from May onwards is only 180 days before the temporary bridge is opened. The temporary bridge consists of a 100-meter-long dam and a 150-meter-long Bailey bridge , which is supported by two abutments and two pillars. It is intended to be used for all types of vehicles (including heavy goods vehicles ) until the new bridge is completed and the temporary bridge is removed.

Many residents of the region fear that a temporary bridge could quickly become a permanent facility. They prefer the construction of a ramp and a connection to the nearby A15 motorway as a transition. This measure would be able to be carried out much faster than the construction of a temporary makeshift bridge. Accordingly, on May 25, 2020, at a meeting called by Enrico Rossi (President of the Tuscany Region), it was decided to build the access ramps to the motorway and to dispense with the temporary bridge.

At the end of August, neither work on the ramps nor cleaning up work on the remains of the bridge had started. At the start of school in September, the pupils still have to accept major detours. In addition, the rubble of the bridge continues to block the course of the Magra river, so that in autumn a risk to residents in the event of flooding from heavy rain cannot be ruled out.
