Private highway

As a private highway one maintained by a private operating company is highway designated. All over Europe there are different types of operator models.

Germany

In Germany , the financing, construction and maintenance of motorways is the responsibility of the state. The execution was delegated to the road construction administrations of the federal states.

From 2005 onwards, the Ministry of Transport implemented private operator models on various motorways. B. Construction, operation and maintenance are given into private hands for a defined period of time. Six operator model projects had been implemented by 2014. By 2016, another line was completely and one partially in operation. State revenues from the truck toll are an essential financing instrument.

First season 2005–2009

A first series of privatizations with four A-model pilot projects was started between 2005 and 2009. These comprised sections of large, busy and expansion-relevant German autobahns. The construction volume was 1.1 billion euros. These sections of the motorway were transferred to operating companies for 30 years, who took full operational responsibility for the respective section of the motorway during this period and committed to expanding the section of the motorway. In return, they received the truck toll income during the term , which is redeemed on the respective section. This type of operation, construction or expansion is also known as a public-private partnership (PPP). The project volume for the term of the contract is 3.3 billion euros. The concession route extends over 230 kilometers - 175 kilometers of which are six-lane expansion.

Second season 2009-2015

A second season started in 2009. This covers a distance of around 450 kilometers. Above all, the aspects of "economic efficiency" and "minimization of interventions in the existing operations" should be taken into account. Some projects have already been awarded and further awards are in preparation.

Third season from 2015

In the summer of 2015, the Federal Ministry of Transport and Digital Infrastructure started a program to carry out further PPP projects. This means that further projects will be implemented during the term of the upcoming Federal Transport Infrastructure Plan 2030 .

operator

Currently (as of October 2016) there are eight operating companies:

  • Isentalautobahn GbR
  • Pansuevia GmbH & Co. KG
  • Via Solutions Thuringia GmbH & Co. KG
  • Via Solutions Südwest GmbH & Co. KG
  • Via Solutions Nord GmbH & Co. KG
  • Via Gateway Thuringia GmbH & Co. KG

autobahnplus is the first operator model implemented in Germany. It was a private consortium of bidders. This had undertaken to expand the section of the A 8 between Augsburg and Munich from two to three lanes in each direction. PANSUEVIA Services operates a further section on the A 8. The operating company Via Solutions Thuringia is responsible for a 44.7 km long section on the A 4. In 2008, A1 mobil GmbH & Co. KG was awarded a contract for a section of the motorway on the A 1. Isentalautobahn GbR will build a section of the motorway on the A 94 and maintain it for 30 years.

The operating company A1 mobil is currently writing high losses (as of 2017), as the income from the truck toll is well below expectations.

Austria

In Austria , the motorway network is planned, built, operated, maintained and tolled by the Autobahn and Schnellstraßen-financing-Aktiengesellschaft ( ASFINAG ). It is indeed a stock corporation ; but this is completely owned by the Austrian state.
