After an attack on his life, Palmieri loses the last bit of trust in the judiciary and state organs. The victims of the criminals do not testify out of fear. Trials do not take place and the resourceful lawyer Giovanni Giuni prevents any conviction of the criminals. Palmieri loses his police job as a result of his investigative work. In order to fight organized crime, he uses unusual means. He wants to fight crime with a quick-witted force. This group consists of convicts, victims of criminals and ousted competitors of criminals.
