Regional elections in Greece 2010
With the implementation of the Kallikratis program , self-government was introduced for the thirteen Greek regions from January 1, 2011. The first Greek regional elections took place on November 7th and 14th, 2010. The representatives for the regional councils (Ez. Greek Περιφερειακό Συμβούλιο Periferiako Symvoulio ) and the governors (Ez. Greek περιφερειάρχης periferiarchis ) were to be elected.
Electoral process
The candidates for the office of governor run together with an electoral alliance. The governor is automatically the candidate who leads the winning electoral alliance.
The seats in the prefectural councils are divided among them proportionally to the population of the 74 regional districts. For example, the Central Area of Athens sends 30 representatives to the Attica Regional Council and Ithaca sends one representative to the Ionian Islands Regional Council.
The electoral process has two ballots. If an electoral alliance with its candidate achieves an absolute majority of the valid votes in the first ballot , it automatically receives three fifths of the seats to be allocated; the remaining seats are distributed proportionally to the remaining electoral alliances according to their votes (see table). If an electoral alliance achieves more than 60% of the valid votes, it will also receive proportional seats from the pool of votes for the minority for the votes exceeding 60% (this case did not occur in the 2010 regional elections).

If the first ballot does not result in an absolute majority for any electoral alliance, then half plus one of the seats will be proportionally divided among all electoral alliances. Between the top two electoral alliances or candidates one is on the following Sunday runoff held. The winner of this runoff will then be awarded the seats that were missing from the first ballot by a three-fifths majority; the remaining seats go to the losers in the runoff election.
