Reinhold Oscar Bärwinkel (born March 21, 1834 in Arnstadt ; † November 29, 1898 ibid) was a German politician and president of the state parliament of the Principality of Schwarzburg-Sondershausen .

family

Reinhold Bärwinkel was a son of the professor at the high school in Arnstadt, Dr. phil. Johann Jacob Wilhelm Bärwinkel (born November 25, 1802 in Arnstadt, † October 25, 1842 there) and his first wife Sophie Harmodie, née. Vol (c) kmann (1805-1834). Reinhold Bärwinkel, who was Protestant-Lutheran, married Ernestine Louise Johanne Cäcilie, born on September 14, 1863 in Arnstadt . Maempel (born November 26, 1843 in Arnstadt; † December 15, 1911 ibid), the daughter of Prince Thurn and Taxis' post stable master, economist and innkeeper "Zur Goldenen Henne" August Maempel (1801-1854). The couple had seven children; two of them died young.

The son Dr. Felix Bärwinkel (1864–1927) was a member of the Reichstag (1903–1918) and district administrator for special houses.

Reinhold Bärwinkel's father married Emma Sophie Ernestine geb. Hülsemann (1814-1889). Their brothers Wilhelm Hülsemann (1812–1862) and Julius Hülsemann (1824–1888, Mayor of Arnstadt from 1872) and their brother-in-law Bernhard Maempel (1816–1870) were also members of the state parliament in Schwarzburg-Sondershausen.

education and profession

After the death of the father, the guardianship was with his brother, the pastor Johann Christian Jacob Bärwinkel (1801-1880) in Dornheim . After attending grammar school in Arnstadt, Reinhold Bärwinkel passed his Abitur there in 1852 and studied law in Jena and Göttingen (in Göttingen in 1854 he was the owner of one of the free table positions available to the Princely Ministry in Sondershausen ). He was a member of the Corps Saxonia.

From December 24, 1860 he was a lawyer, from September 17, 1872 also a notary in Arnstadt. He was also a member and long-term chairman of the supervisory board of Arnstädter Bank v. Külmer, Czarnikow & Co. in Arnstadt.

politics

Bärwinkel was extremely successful in local and state politics from 1865 until his death.

At the end of 1865 he was elected to the Arnstadt municipal council. When the local council elected its chairman Julius Hülsemann as first mayor at the end of 1871, Bärwinkel became the new chairman. The local council elected him to the district committee in 1892.

In May 1865 he applied for a mandate of the highest taxed person in the state parliament of Sondershausen for the electoral period 1864–1867. In this unusual electoral period there were three state parliaments: the 10th ordinary state parliament with sessions from the beginning of October to the beginning of November 1865, an extraordinary state parliament from the end of June to the end of July 1866, and another extraordinary state parliament from the end of March 1867 until the end of the year. In the state parliament of July 1866, the decision was made that the principality left the German Confederation and joined the North German Confederation .

In the electoral period 1868–1871, the state parliament elected him its vice-president; in the period 1872–1875 the state parliament elected him its president. Likewise in the period 1876–1879.

In the elections for the electoral period 1880–1883, Julius Hülsemann also applied for the first time in the highest taxed position, and Bärwinkel was just defeated in the competition for the second seat. He did not apply again until 1888–1891 (after Hülsemann's death); this state parliament elected him to the state parliament syndic. Likewise 1892–1895. In the electoral period from 1896–1899, the state parliament re-elected him president. However, he only experienced the sessions up to July 3, 1897.

As president of the state parliament and as syndic, he was also a member of the state parliament committee. The committee remained in office after the session of one state parliament until the next state parliament was constituted.

From 1865 to 1867 he belonged to the radical liberal, 1867 to 1879 and 1888 to 1898 to the national liberal faction.

Other offices

Reinhold Bärwinkel was a member and later an honorary member of the Schönbrunn Schützengesellschaft in Arnstadt. He worked in Central German and Thuringian and in the German Schützenbund and was a co-founder, later honorary member of the gymnastics club in Arnstadt and also a co-founder of the gymnastics fire brigade .

Honors

On July 5, 1879 Bärwinkel was appointed to the judiciary . The Princely Cross of Honor III. He was awarded class on August 7, 1894. A little over a year after his death, a section of Arnsberg Strasse was named after him.
