Richard Bartsch (* 1. August 1959 in Nuremberg ) is a German politician of the CSU . From 2003 to October 2018 he was the district council president of Middle Franconia and lives in Roßtal in the Buchschwabach district .

Life

After graduating from school in 1975, Bartsch completed training as an administrative clerk in the city administration of Nuremberg, which he successfully completed in 1978. He then worked in the building authority, the election and personnel office of the city. Since 1997 he has worked as deputy head of the principle and planning department for special projects in the nursing home in Nuremberg. From 2015 to 2018 he was in the real estate office of the city of Nuremberg.

politics

In 1976 Bartsch joined the Junge Union (JU), where he was the district chairman for the Fürth district from 1979 to 1987. In 1977 he then joined the CSU. 2003–2009 he was elected deputy district chairman in the CSU district association Nuremberg-Fürth-Schwabach. In 2007 he became an assessor in the local association of the CSU local association Gostenhof-Muggendorf-Leyh and a co-opted member of the district executive of the CSU district association Nuremberg-West.

From 1984 to 2002, Bartsch was a member of the Roßtal town hall. At the same time, from 1984 to 2008, he was a member of the district council of the Fürth district .

In 1986, 1990, 1994, 1998 and 2003, Bartsch was elected directly to the district council in the Fürth-Land district and in 2008, 2013 and 2018 in the Nuremberg-West district. From 1986 to 1994 he took over the office of leader of the CSU parliamentary group and from 1994 to 2003 he was chairman of the CSU parliamentary group in the district assembly . In 2003, 2008 and 2013, he was elected District President for a five-year term. Due to political disagreements in the district assembly and an affair involving the former board member of the district clinics in Middle Franconia (Helmut Nawratil), Bartsch did not stand for re-election as district assembly president in November 2018. The CSU parliamentary group, which had dominated until then, clearly lost its seats and the position of district council president in the elections. His successor was Armin Kroder from the Free Voters in November 2018 .

Awards

For his special services to local self-government, Bartsch was awarded the Communal Merit Medal of the Free State of Bavaria in bronze in 2008 and the silver medal in 2013. Bartsch of the German-French relations by the French President was for his dedication in the service of Francois Hollande with the National Order of Merit of France awarded; the honor was carried out by the consul general in Munich Jean-Claude Brunet .

Promotion of geriatrics (geriatric medicine)

In 1990, Bartsch founded the Geriatrics Association Middle Franconia and was its chairman until 2003. On May 30, 2011 the association was dissolved. In 1993 he was a founding member and 2nd chairman of the Working Group Geriatrics Bavaria eV Since 2001 he has been the first chairman of this working group. Bartsch is also Chairman of the Board of Directors of the Education Center for the Blind and Visually Impaired in Nuremberg .
