Robert Lougher or Luffer (* in Tenby ; † June 3, 1585 in Tenby) was a Welsh clergyman, lawyer and politician and in 1572 a member of the English Parliament . He served twice as director of Oxford's New Inn Hall , parts of which remain in Balliol College to this day.

life and career

Lougher was born in Tenby, Pembrokeshire , Wales, the youngest son of Maud and Thomas Lougher, the Mayor ( Alderman ) of Tenby. His maternal grandfather had also been Mayor of Tenby. In 1533 he became a Fellow of All Souls College at the University of Oxford and received his Bachelor of Civil Law (BCL) in 1558 and a PhD (DCL) in 1565. He was ordained and in 1562 was assigned the Archdiocese of Totnes, one of the oldest dioceses in England .

He took over the management of the New Inn Hall in Oxford in 1564, was admitted to the Doctors' Commons in 1565 and was appointed Regius Professor of Civil Law in 1566 to succeed John Griffith . He resigned from running the New Inn Hall in 1570. His name is mentioned in the list of Fellows of Jesus College as one of the original eight Fellows. In 1572 he was elected to parliament for the constituency of Pembroke. From 1575 to 1580 he ran New Inn Hall again after his successor from 1570, Felix Lewes, had been deposed due to frequent absences.

In 1577 he handed over the Regius Professorship to his wife Elizabeth's brother-in-law, Griffith Lloyd , when he was appointed representative of the Church Council and Vicar General in the service of the Archbishop of York, Edwin Sandys , in the same year . Lougher avoided Felix Lewes' mistake, despite serving concurrently as Chancellor of the Diocese of Exeter , Archdeacon of Totnes, and Pastor of three parishes in Devon , and held the reins of New Inn Hall until 1580.

He died on June 3, 1585 in Tenby and was buried there.

Lougher married Elizabeth Rastall, daughter of John Rastall and great-niece of Thomas More . His son, John Lougher , also moved to Parliament for Pembroke.
