Rolf Schmachtenberg (born January 19, 1959 in Aachen ) is a German economist and has been State Secretary in the Federal Ministry of Labor and Social Affairs since March 2018 .

Career

Schmachtenberg was born in Aachen in 1959 as the sixth son of a businessman and a housewife. After graduating from high school in 1977 at the Rhein-Maas-Gymnasium in Aachen, he began studying mathematics at the Ruprecht-Karls-Universität Heidelberg in 1977 . From 1980 to 1981 he studied at the University of Pierre and Marie Curie (Paris VII) in Paris . In the summer of 1984 he graduated from Heidelberg University with a degree in maths . In September 1989 he received his doctorate in mathematical economic theory from the Economics Faculty of the University of Mannheim under Volker Böhm . The title of the dissertation is: "Intertemporal Exchange Economies with Incomplete Market Systems". During this time he spent time studying at the University of Pennsylvania , in Philadelphia USA in the spring of 1987 and at the University of Bergen in Norway in the fall of 1988.

Professional and political activity

After completing his mathematics degree, Rolf Schmachtenberg worked in science for six years until 1990. Initially as a research assistant to Volker Böhm at the University of Mannheim from 1984 to 1989 and then until the beginning of 1990 with Werner Hildenbrand at the University of Bonn . During the period of reunification he worked on the party executive committee of the GDR SPD from January 1990 . From April to August 1990 he worked for Regine Hildebrandt in the Ministry of Labor and Social Affairs of the GDR. Afterwards he was her employee in the People's Chamber . After that he was head of the "Labor" department in the Ministry of Labor, Social Affairs, Health and Women (MASGF) of the State of Brandenburg until 2001 . In 2002 he moved to the Federal Ministry of Labor and Social Affairs in Berlin . Until January 2010, he headed the sub-department with a focus on employment promotion . Subsequently, he was responsible for social compensation and medical care in the same function until 2011. From 2011 to 2013 he spent two years abroad in New Delhi , India, for the German Society for International Cooperation (GIZ). Here he was in charge of the Indo-German Social Security Program. The main task was to support the Indian Ministry of Labor in the nationwide introduction of health insurance for informal workers with low incomes, Rashtriya Swasthya Bima Yojana , (RSBY). After returning to the Federal Ministry of Labor and Social Affairs, he was head of the "Participation - Issues of People with Disabilities , Social Compensation and Social Assistance " department until 2018 . On March 23, 2018 he was appointed State Secretary in the Federal Ministry of Labor and Social Affairs by Federal Labor Minister Hubertus Heil .

From 1981 to 1989 he was active in the peace movement with numerous local activities in Heidelberg and with the establishment of an international network that included initiatives in England , France , the Soviet Union and the GDR. Rolf Schmachtenberg has been a member of the SPD since February 1990.

Private

Schmachtenberg is married, has three children and lives in Berlin-Moabit . An older brother is Ernst Schmachtenberg . He was Professor of Plastics Technology and Rector of RWTH Aachen University from 2008 to 2018 .

Rolf Schmachtenberg supports the operation of the museum ship "Concordia", a replica of a historical coffee boat for trips on the Havel and the lakes around Fürstenberg / Havel .
