Rosemary Museminali

Rosemary Kobusingye Museminali (* 1962 ) is a Rwandan diplomat and politician .

Studies, professional and diplomatic career

After attending school, she studied social work and social administration at Makerere University in Uganda and graduated in 1986. She then stayed in Uganda until 1994, during which time she was a lecturer at the Nsamizi Institute for Social Policy in Entebbe , coordinator for social welfare and activities of non-governmental organizations at the National Council for Social Services and, most recently, administrator of the Nyanza textile industries in Uganda.

In 1994 she returned to Rwanda and was appointed Head of Department in Social Services, where she was responsible for developing, launching and coordinating programs to support numerous population groups in the post- genocide period in Rwanda . In this capacity, she was also a delegate at the UN World Conference on Women in Beijing in 1995 and participated in meetings and conferences of the Commissions for Social Affairs and Labor of the Organization for African Unity (OAU), the International Red Cross and the International Red Crescent . She was also a member of the board of the National Foundation for Genocide Survivors and a trustee of the rural rehabilitation initiative.

Ms. Museminali was appointed General Secretary of the Rwandan Red Cross in 1999 .

In 2000 she was appointed Ambassador to the United Kingdom . As such, she was also accredited as ambassador to the Scandinavian countries and Ireland until August 2005 . After returning to Rwanda, she became Minister of State for Cooperation in the Ministry of Foreign Affairs.

Foreign Minister and bilateral crises

On March 8, 2008, she was appointed Minister for Foreign Affairs and Cooperation by Prime Minister Bernard Makuza . Rosemary Museminali is a member of the Rwandan Patriotic Front (RPF) chaired by President Paul Kagame and is one of many women in the country's politics.

When concerns about a war between Rwanda and the Democratic Republic of the Congo arose in October 2008 , Ms. Museminali denied any involvement of Rwanda in the conflict on a program on the state-controlled broadcaster Radio Rwanda.

When asked about an exchange of fire across the border, she said that the Congolese side shot into Rwanda, not the other way around. At the same time, Ms. Museminali criticized the "triangular relationship" between the regular Congolese army, Mission de l'Organisation des Nations Unies en République Démocratique du Congo (MONUC) and the militia of the Forces Démocratiques de la Liberation du Rwanda (FDLR). "If the Congolese army once again makes common cause with the FDLR, Monuc should actually keep his distance," said the minister.

In November 2008 there was a crisis in German-Rwandan relations. After President Kagame's chief of protocol, Rose Kabuye, was arrested at Frankfurt am Main airport , protests broke out in front of the German embassy in Kigali , which the Rwandan government had called for. Foreign Minister Museminali herself condemned Germany: “We are shocked because Germany is a country that itself committed genocide. It should be more sensitive to genocide issues ”. At the same time, the German ambassador Christian Clages was expelled from Rwanda. Foreign Minister Museminali said: “It is not a permanent step. ... We called our ambassador in Berlin back for consultations and asked the German ambassador to leave the country until the matter was resolved ”. In addition, Ms. Museminali dismissed the Rwandan ambassador from Berlin.

In the cabinet reshuffle in December 2009, Louise Mushikiwabo followed her as Foreign Minister.
