Life

Rui Carlos Pereira was born on March 24, 1956 in the small northern Portuguese community of Duas Igrejas in Miranda County. He received his school education in Chaves, in the neighboring district of Vila Real , and graduated from the Law Faculty of the University of Lisbon with a master's degree in law . Between 1981 and 1997 he taught criminal and procedural law at the same institution .

Between 1983 and 1990 Pereira worked mainly as a lawyer, including at the arbitration tribunal of the teachers' union in Greater Lisbon. He then advised the Portuguese Constitutional Court as an assessor until 1994. From 1995 he supported the Guterre government primarily in numerous reforms of criminal law, procedural law and the road traffic regulations.

Between 1997 and 2000 he headed the Portuguese domestic intelligence service Serviço de Informações de Segurança (SIS). In addition, Rui Pereira was one of the founders of the “Observatory for Organized Crime and Terrorism”, Portuguese Observatório de Segurança Criminalidade Organizada e Terrorismo , which he chaired between 2003 and 2007 at the same time. From 2000 to 2002 he already worked as State Secretary in the Portuguese Ministry of the Interior, where he was responsible for the PSP, GNR, the road traffic watch and the national election commissions. Between 2005 and 2007 Pereira worked again for a commission to amend the criminal law until he was elected on April 4, 2007 by the Portuguese parliament as one of the 13 constitutional judges. In between there was also speculation for an election as Attorney General, which was not confirmed by the election of Pinto Monteiro .

After the Socialist Party announced that it would nominate the then Interior Minister António Costa as a candidate for Lisbon's early local elections, Prime Minister José Sócrates proposed Pereira as his successor. After Rui Pereira initially resigned from his post as constitutional judge, which he only exercised for one month, he was sworn in on May 17, 2007 by President Cavaco Silva .

During his time as a lecturer at the University of Lisbon, he published numerous articles and books on criminal and procedural law.
