Statistics Austria is the name under which the Federal Statistics Austria ( STAT ), the statistical office of the Republic of Austria , appears in public. Statistics Austria emerged from the Austrian Central Statistics Office through the Austrian Federal Statistics Act 2000 and was separated from the federal administration on January 1, 2000.
history
The Austrian statistics are rooted in the time of the administrative reforms of Maria Theresa and Joseph II. (E.g. first census in 1754). In 1829 the first state agency, the Statistical Bureau , was set up to collect statistical information, which after extensions in 1863 was transferred to a collegial authority for the Austrian half of the monarchy ( kk Central Statistical Commission ). This authority was the publisher of the Austrian statistics from 1882 to 1916 . The decades up to the First World War were a phase of intensive professional and technical developments, expanded survey and publication activities, deeper cooperation with universities and specialist sciences and the beginning of international cooperation.
The successor institution in the First Republic was the Federal Statistical Office (1921-1938), in the Second Republic the Austrian Central Statistical Office (1945-1999), which was responsible for the reconstruction of federal statistics , the consolidation of international cooperation within the United Nations and the OECD and finally the integration of Austria into the statistical system of the European communities (EU accession 1995).
General directors and presidents of specialist statistics (before 2000) included Lothar Bosse (1970–1981), Josef Schmidl (1981–1987), Ewald Kutzenberger (2000–2004), Peter Hackl (2005–2009) and Konrad Pesendorfer (2010 -2019). On January 1st, 2020 Werner Holzer was entrusted with the function of the statistical general director on an interim basis. In May 2020 it was announced that Tobias Thomas would become General Director of Statistics.
Tasks and organization
Statistics Austria is an independent, not-for-profit federal agency under public law . It handles the tasks of official statistics at federal level : the survey, collection, analysis and publication of official statistics for Austria. Statistics Austria also makes the contribution of Austria to the common statistics in the statistical system of the European Union as well as the representation of Austria in the statistical committees of the United Nations and its sub-organizations ( e.g. WHO , UNESCO , FAO ) as well as the OECD , the Council of Europe and EUROSTAT , and international scientific societies.
Mission and principles
Statistics Austria's task is to provide objective statistical information obtained using scientific methods for politics, administration, business, the media and all citizens. Principles that Statistics Austria must observe when performing its tasks are: objectivity and impartiality in the preparation of statistics, application of statistical methods and procedures according to internationally recognized scientific principles, ongoing quality improvements, ensuring that statistics are up to date, immediate publication of statistics and their underlying concepts, definitions and explanations, minimization of the burden and sufficient information for those affected and those responsible for providing information, as well as confidentiality of personal data.
Structure of the institution
Statistics Austria (over 700 employees) is divided into the general management with two general directors:
- General Director of Statistics: Tobias Thomas (since June 1, 2020)
- Commercial Director General: Gabriela Petrovic
in addition four directorates (population, company, spatial economy, national economy), the IT department and central services, as well as four staff units (international relations; quality management, methodology and classifications; media information; internal auditing and risk management).
Economic Council (2020: 12 members) and Statistics Council (2020: 16 members) support the General Management in the economic and technical management of the Federal Agency. They consist of representatives of the federal administration, the legal interest groups, the state and local statistics and experts for economic and technical questions.
There is also a number of specialist advisory boards for technical cooperation .
Legal bases
The general legal basis of the Austrian federal statistics is the Federal Statistics Act 2000, special legal basis are various other federal laws, ordinances and decrees. With the progressive integration of the statistical system of the European Union, statistical legal norms of the EU increasingly apply in the member states, for the preparation and implementation of which the Statistical Office of the European Communities ( Eurostat ) in Luxembourg is responsible.
Availability of statistical information
The main results of Statistics Austria are available free of charge to those interested on the website. Detailed results (special evaluations, printed publications, in some cases also results from the STATcube statistical database, etc.) are provided for a fee. Well-known statistical results are, for example, those of the register census , which in 2011 replaced the previous large censuses ( population census , building and apartment census , workplace census - most recently 2001), the current information from economic statistics , especially the monthly consumer price index , and the internationally standardized data from the national accounts (for example gross domestic product, economic growth). The technical tasks range from recording the population, births, deaths and migrations, health and social conditions to the development of basic economic systems to ensure international comparability.
