The school medical service , also abbreviated to SSD or SSanD , is a non-profit institution at schools that is directly subordinate to the school management. He supplements and secures the first aid supplies there.

Pupils who are at least trained in first aid provide first aid in the case of accidents , injuries and illnesses as part of the school medical service until the emergency services arrive . Further tasks can be found in the medical service care of school events.

As a rule, the school medical service cooperates with an aid organization (in Germany, for example, the Johanniter-Unfall-Hilfe , the German Red Cross , the Malteser Hilfsdienst , the Arbeiter-Samariter-Bund and the Deutsche Lebens-Rettungs-Gesellschaft ) or the corresponding youth association, or more rarely with the fire brigade, which trains the participants in first aid and medical services. The school medical service is partly anchored in the local structure of the aid organizations.

Training

The training to become a school paramedic is not standardized and can vary from aid organization to aid organization.

A 9-hour first aid course can be the basis for working in the SSD. Some aid organizations offer the so-called EH course for pupils, which lays the foundation for first aid in a 12-hour course for 10-16 year old pupils, initiated and financed by the Federal Ministry of the Interior . Some school medical services define their own training content for training as a school paramedic, such as basics in law, materials science, emergency medical services and paramedic services, which include up to 80 hours. Some students who work in aid organizations have qualifications as paramedics or paramedics. Most of the time, the pupils have advanced knowledge of first aid, older pupils also have paramedic training. The school medical service usually also includes regular joint training.

The school paramedics are taught both theoretically and practically through case studies to behave correctly in various emergency situations. In addition to classic first aid, the focus is on everyday situations (especially sports accidents), and depending on the type of school, also child emergencies and psychological care for the injured. Furthermore, in the training to become a school paramedic, you also learn about legal obligations and restrictions as well as the legal protection of the first aider.

The training offer is often taken over by the school medical services themselves. The school paramedics organize joint meetings with their head or the supervising teacher in the form of a working group or a working group. There, for example, topics related to school paramedic training are repeated or current assignments are discussed.

As a rule, the aid organization with which the school medical service cooperates supplements the further training offer by offering further training opportunities in the medical service sector.

Furnishing

The equipment of the school medical services is not uniform. Depending on the level of training, support from the school and the funds available, the equipment of school medical services varies greatly.

Minimum equipment

The school authority is legally obliged to provide certain first aid equipment that can be used by the school medical service. The specific equipment a school needs depends on the risk assessment that must be made for each school. The exception to this for the section on first aid is that not only the working conditions of the employees must be assessed, but that all persons must be taken into account who are usually on the company premises (school premises) at the same time.

Equipment

Depending on the level of training of the paramedics, some school medical services also have additional equipment such as resuscitators , automated external defibrillators (AED), blood pressure monitors , blood glucose meters , stethoscopes , stretcher according to DIN 13024, diagnostic lights, etc. Other dressing materials and emergency backpacks are usually available.

In the case of high-cost purchases, the school medical service is usually supported by the parents' council, support association or donations.

Calls

The school paramedics should be discussed on site with the school management about which operations the school paramedics should be alerted about. In many places, teachers or secretaries take care of minor injuries and harmless illnesses themselves. If additional care or more intensive care is required, the school medical service is alerted. In many schools, the SSD is called by default for emergency calls. The spectrum of use can range from headaches to resuscitation .

Legal basis

Laws and regulations

The statutory accident insurance for schoolchildren is regulated in the seventh book of the social legislation (SGB VII) . The school authority, i.e. the federal state, assumes responsibility as an entrepreneur for effective first aid. According to the Occupational Safety and Health Act , the federal state, as an employer, has to take measures that are necessary for first aid and must designate the employees who take on first aid tasks.

In addition, the German Social Accident Insurance , the umbrella organization of the commercial professional associations and accident insurance funds , has issued accident prevention regulations for effective first aid. The accident insurance companies of the federal states are based on these guidelines.

For example, the accident insurance fund of the federal state of North Rhine-Westphalia recommends training up to 20 percent of the permanent pedagogical staff (including open full-time without fee-based workers) as first aiders. However, there is no regulation. The first aid training comprises nine units of 45 minutes each (basic first aid training) and a further nine units of 45 minutes each (first aid training) every two years.

The school medical service supplements first aid in schools and allows the school to fulfill its task of awakening and promoting the safety awareness of the students.

Insurance issues

During school events (a school event is always present if it is organized, carried out and supervised by the school) and on the way to and from these school events, they are insured against all personal injury and property damage by the statutory accident insurance fund . Since providing assistance in emergencies can also result in self-injury, first aiders (and of course paramedics) are insured against all conceivable personal injury and property damage that may occur to them while providing assistance.

Duty of supervision

The respective specialist is responsible for supervising the school medical service in everyday school life or at school events; however, the constant presence of a teacher is not required in every case. The group leader or the supervising teacher is responsible for actions and meetings of the school medical service. The faculty is responsible for providing assistance. The school is responsible for the school medical service.
