The Education Directorate for Vienna , until the end of 2018 City School Council for Vienna (SSR) , is an organ of the school authority. Education directorates also exist in the other eight federal states of Austria, until the end of 2018 these were referred to as state school councils.

The Education Directorate for Vienna handles all matters of Art. 14 B-VG (with the exception of the kindergarten and after-school care system and central teaching institutions in the federal area of ​​competence, which fall under the enforcement competence of the federal states) and thus also the service law and the right of staff representation of both federal and state teachers as well as that of the other federal employees for public schools (with the exception of agricultural and forestry schools), as well as external school organization and school supervision. In order to ensure that the task of the Austrian school is fulfilled in a high-quality manner, quality assurance, school supervision and comprehensive education controlling also fall within the scope of duties.

The head of the authority is determined by the minister in agreement with the governor , therefore currently in Vienna with mayor Michael Ludwig . Heinrich Himmer , President of the City School Council for Vienna until the end of 2018 , has been the successor to Jürgen Czernohorszky , who was promoted to Education City Councilor , since 2017 .

Since March 2001, the seat of what is now the Vienna Education Directorate has been at Wipplingerstraße  28 in Vienna's Inner City . The state school board for Lower Austria was previously housed there, but in 1988 it moved to the new state capital St. Pölten . The move to the large building brought with it the possibility of adapting and merging the offices of the City School Council, which are distributed over six locations in Vienna.

Before that, Palais Epstein on Dr.-Karl-Renner-Ring had served as the official seat of the Vienna City School Board in the inter-war period and after the war. The incumbent president from 1922, Otto Glöckel , had made a name for himself as a school reformer in Red Vienna from 1919 to 1934.

The City School Council for Vienna was made possible with the constitutional process of separating Vienna from Lower Austria (see Separation Act ) on November 10, 1920 , and was established by the federal law of February 23, 1922. Until then, the state school board for Lower Austria, installed in 1868, was also responsible for Vienna, which belongs to the state.

Otto Glöckel , first executive president (at that time also called second president) under the mayors Jakob Reumann and Karl Seitz , created an authority on the basis of this law, which for Vienna was responsible for all agendas of the previous state and district school council. He had previously worked for school reform at the state level. From 1922 to 1934 he was able to implement many innovations in barely veiled opposition to the conservative Federal Ministry for Education as part of the Vienna school reform . He wanted to make Vienna a “model city”.
