Stefan Heinrich Berger (born September 15, 1969 in Mönchengladbach ) is a German politician ( CDU ) and economist . He was elected to the European Parliament in 2019 and, as a member of the CDU, belongs to the Group of the European People's Party (Christian Democrats) . Before that, Stefan Berger was a member of the state parliament of North Rhine-Westphalia .

Life

Stefan Heinrich Berger graduated from high school in St. Wolfhelm in Schwalmtal in 1989 and then studied economics at Johannes Gutenberg University Mainz from 1989 to 1995 . It completed this in 1995 as a business teacher and also passed the second state examination in 1997. Berger completed his legal clerkship at the study seminar in Düsseldorf . He then worked for a training company and obtained his doctorate in 1999. rer. pole. He teaches international economic and monetary policy at the University of Applied Sciences for Economics and Management (FOM) and at the International School Of Management (ISM). Berger is married and has one daughter.

Local politics

Berger has been a member of the CDU since 1995 and chairman of the CDU Schwalmtal since 1999. Since 2000 he has been a member of the board of the CDU district Niederrhein and since 2009 deputy chairman of the CDU of the district Viersen. He is also a member of the state board of the SME and Business Association (MIT).

From 1999 to 2009 he was councilor of the Schwalmtal community . From 2001 to 2004 he was a member of the district council of the Viersen district.

State politics

Stefan Berger was a member of the state parliament of North Rhine-Westphalia from June 2, 2000 to July 3, 2019. He was directly elected in the Viersen I constituency in 2000 , 2005 , 2010 , 2012 and 2017 . He was also the science policy spokesman for the CDU parliamentary group in North Rhine-Westphalia.

In 2010, Berger was a voting member at the Federal Assembly. From 2014 to 2017, Stefan Berger was also a member of the CDU Federal Committee for Education, Research and Innovation. From 2006 to 2008 and from 2010 to 2012 he was a full member of the Congress of Local and Regional Authorities of the Council of Europe .

European politics

In January 2018, the district executive and district conference of the CDU Kreis Viersen Berger unanimously nominated for the candidacy for the 2019 European elections . The then MEP for the Lower Rhine, Karl-Heinz Florenz , did not run for this election for reasons of age. In June 2018, Stefan Berger was elected as a candidate for the European Parliament by the CDU Niederrhein. In a secret vote for the recommendation for the sixth place on the list, the state board of the CDU NRW nominated Stefan Berger instead of the renowned European politician Elmar Brok . This led to a strong media response. On January 26, 2019, the regional assembly of representatives of the CDU NRW confirmed Berger in position 6 of the North Rhine-Westphalian electoral list for the European elections on May 26, 2019, which is considered to be safe for entry into the European Parliament.

After the counting of all votes cast in the 2019 European elections , Berger's entry into the European Parliament was officially confirmed on May 27, 2019. Berger is the only member of the CDU to be a member of the Committee on Economic and Monetary Affairs . He is also a member of the delegation for relations with Japan. He is an alternate member of the Employment and Social Affairs Committee and the Delegation for Relations with the Arabian Peninsula. He sits next to Silvio Berlusconi in the European Parliament.

Berger campaigned for medium-sized companies at European level through his membership in the Mittelstand Europe parliamentary group and in the SME circle of the EPP group.

Viewpoints and demands

Libra digital currency

In the course of the planned introduction of Facebook's digital currency Libra , Stefan Berger calls for the rapid development of a European stablecoin that acts as a secure and stable counterweight to Facebook's currency. Berger sees the power of the "Libra Society" as a threat to the stability of the euro area and a threat to European democracy . He warns that Libra cannot make Zuckerberg the central bank. It was time for Europe to gather expertise on Libra and conduct a detailed financial system impact assessment.


EU Commission Presidency

After Manfred Weber withdrew as a candidate for the office of EU Commission President, Berger welcomed Ursula von der Leyen's nomination as an alternative candidate . He described a possible failure of their election and the associated further search for candidates as a "trip to Jerusalem without chairs".

Volunteering

In addition to his parliamentary work, he was on the advisory board of the Society for Employment Promotion of the Viersen district and on the advisory board of the Willich I prison . He is also vice-president of the Arbeiter-Samariter-Bund Nordrhein-Westfalen, a member of the board of directors of the construction and property company NRW (BLB) and a deputy member of the media commission of the LfM NRW. From 2005 to 2012 Berger was a member of the Board of Trustees of the Heinrich Hertz Foundation . He is also a member of the board of trustees of the Johannes Rau Research Association.
