Stefan Sarrach (born February 10, 1971 in Frankfurt (Oder) ) is a German lawyer and politician (formerly PDS and Die Linke , now SPD ).

Life and work

After graduating from high school in 1990, Sarrach worked as district manager of the interest group for youth consecration until 1992 . V. in Fürstenwalde and has remained connected to the concept of youth consecration as a keynote speaker to this day. From 1992 to 1997 he studied law at the European University Viadrina Frankfurt (Oder) and was in legal clerkship from 1997 to 1999 at the main office of the Frankfurt (Oder) regional court . In 1997 and 1999, Sarrach passed his 1st and 2nd state exams. In 2000 he was admitted to the bar , and he established himself as an independent lawyer in Frankfurt (Oder), and since 2005 in Fürstenwalde / Spree .

For his efforts against the municipal reform in Brandenburg in 2003 the church gave him Quappendorf in the district Oderland the honorary citizenship . As a lawyer, he had unsuccessfully proceeded against the incorporation into Neuhardenberg, confirmed by the Brandenburg State Constitutional Court (Quappendorf II, VfGBbg 265/03). In 2006 the Federal Constitutional Court did not accept a municipal constitutional complaint against the decision of the State Constitutional Court. However, the State Constitutional Court in 2002 in the Quappendorf I decision (VfGBbg 15/02) formulated important provisions for the future incorporation of small communities.

However, other proceedings before the Brandenburg State Constitutional Court were successful. In 2000, Sarrach represented the member of the state parliament Esther Schröder (then PDS ) in an organ dispute, with which the state government was obliged to fully answer parliamentary questions (VfGBbg 31/00). In 2003, in a local constitutional complaint procedure in the city of Uebigau-Wahrenbrück, he fought for the determination of the unconstitutionality of several provisions of the Brandenburg Daycare Act (VfGBbg 54/01). In two further organ dispute proceedings, Sarrach contributed to strengthening the rights of MPs. For example, the court had to clarify the extent to which personnel files can be inspected due to separation payments by public officials (VfGBbg 42/06) and the right of MPs to talk to prisoners and access to penal institutions (VfGBbg 53/06).

In 2007, his website for members of parliament was awarded first place out of 1,843 websites by members of the German state parliament from the editorial team of the magazine Politik & Kommunikation .

At the beginning of November 2008 Sarrach was elected judge (on probation) by the judges' selection committee. Sarrach has been a judge in the social justice system of the State of Brandenburg since December 1, 2008 . He therefore resigned his state parliament mandate and the mandate in the Oder-Spree district council on November 30, 2008 and renounced his admission as a lawyer. In February 2011 Sarrach was appointed judge at the social court (for life) at the social court in Frankfurt (Oder).

In 2008 he joined the New Judges Association .

The father of two daughters is a second marriage and lives in Fürstenwalde.

Political party

In October 1989 he became a candidate of the SED , in December 1989 he became a member of the SED-PDS or PDS . In September 2005 he became a double member of the WASG until the two parties were united to form Die Linke . From May 1, 2007 to March 31, 2009 he was also a member of the ver.di union . From August 2007 to January 2009 Sarrach was city chairman of the party Die Linke in Fürstenwalde / Spree. In February 2009 he resigned from Die Linke, justifying his position as a judge and dissatisfaction with the local party structure.

In January 1990 he was one of the founders of the round table of the youth of the Fürstenwalde district (later the youth ring ) and also took part in the round table meetings as a youth representative of the Association of Freethinkers of the GDR (VdF), later as a representative of the AGJG in the PDS in the Fürstenwalde district.

Sarrach has been a member of the SPD in the Frankfurt (Oder) sub-district since the end of May 2009 , and in the Fürstenwalde local association in the Oder-Spree sub-district from 2011. As a member of the Democratic Left 21 (DL 21) at the same time, he organized himself in the left wing of the SPD in addition to working in the Working Group of Social Democratic Lawyers (ASJ).

At the beginning of February 2014, Sarrach was elected chairman of the SPD local association in Fürstenwalde.

MP

From 1990 to 1993 Sarrach was a member of the Fürstenwalde district council for the PDS and deputy parliamentary group chairman and parliamentary group manager .

From 1993 to 2003 he was a member of the city ​​council of Frankfurt (Oder) for the PDS, from 1993 to 1998 as deputy parliamentary group chairman and from 1998 to 1999 until his first election to the Brandenburg state parliament as parliamentary group chairman. In the local elections on September 28, 2008, Sarrach again won two municipal mandates. For the first time, he was a member of the Oder-Spree district council and the Fürstenwalde / Spree city council as chairman of the “Die Linke” parliamentary group. Sarrach gave up the municipal mandates with his election as judge or in connection with his resignation from the party.

In the local elections on May 25, 2014, Sarrach was elected to the Fürstenwalde / Spree city council for the SPD and has been chairman of the SPD city council since January 2016.

From October 1999 to November 2008 Stefan Sarrach was a member of the Brandenburg state parliament (initially via the PDS state list ). In September 2004 he was directly elected to the state parliament with 37.4% for the constituency Oder-Spree III (cities Fürstenwalde and Beeskow as well as the communities Grünheide, Steinhöfel, Rietz-Neuendorf and the office Odervorland).

Stefan Sarrach was the legal policy spokesman for the left parliamentary group in the Brandenburg state parliament and was a member of the parliamentary group's executive committee from 2004 to 2007.

In the fourth electoral term of the state parliament he was chairman of the electoral review committee and a full member of the legal committee and the judges' election committee. He was also a deputy member of the Home Affairs Committee and a deputy member of the Special Committee for the Review of Norms and Standards (better known as the Special Committee on Bureaucracy Reduction ).
