In addition to the districts of Holzminden , Hameln-Pyrmont and Schaumburg, the Lippe district was a partner in the Wesertal electricity works with a 46% share. After the law on the re-regulation of the energy industry law was passed, fundamental reorientation in this sector became apparent. As a result of increasing internationalization, the regional energy supply companies were also forced to reorient themselves to the market, for example in order to secure their position in the market in the long term through strategic partnerships.

Against this background, the four former Wesertal shareholders had agreed to sell shares in order to take on a strategic partner, in a range between 50 and 100%. With the purchase and privatization contract dated September 9, 1999, the Lippe district and the other municipal shareholders therefore sold their shares in Elektrizitätswerke Wesertal GmbH to Fortum AG from Finland.

At the initiative of the then District Administrator Friedel Heuwinkel , the capital stock of the sales proceeds should not only be used to reduce the debt of the district budget or to finance ongoing administrative tasks. Rather, the aim of the further financial policy considerations and decisions of the Lippe district was to preserve part of the sales proceeds in its substance and to invest the capital in the long term within the legal possibilities of the municipal budget.

The sales proceeds totaling 172.6 million euros were therefore used for various purposes in the following years: In addition to supporting the cities and municipalities within the framework of their budgetary management (allocations and budget adjustment 52.1 million euros), the financing of investments by the district Lippe and its holdings (31 million euros) also received partial debt relief (38.3 million euros) from the proceeds. A further 12.8 million euros were loaned to Klinikum Lippe GmbH to finance pension expenses and to the Standortsicherung foundation, 4 million euros were added to the foundation's capital and around 21 million euros will continue to be managed directly by the Lippe district.

The focus of the considerations was an intended structural funding in the areas of economy, education and science in the Lippe region, which should lead to a strengthening of the location in the medium and long term and thus also to relieve the local budgets. The foundation was established on July 19, 2001 as a local, independent foundation within the meaning of Section 2 (3) StiftG NW with its seat in Detmold, under the name “Foundation for Location Assurance District Lippe”.

The Lippe district security foundation was also established with the aim of initiating and bundling additional charitable commitments in its organization, working method and public relations work in the sense of a public-private partnership. Funding priorities

The area of education is the main focus of the support of the Standortsicherung Foundation. Projects and measures with the topics of training, language support, MINT education and family education are supported here .
