Swooping Into Chaos - When Weird Birds Learn To Fly (Reference: Bankrupt Vultures ) is an American comedy film from 1987.

The film begins in the courtroom. Jerry Morgan is responsible for more than 250 parking violations that his friend Norm actually committed with his car. He pleads guilty in order to receive a light sentence on Norm's advice, but now has to go to prison for a few weeks. After his release, Jerry learns that Norm has sublet his apartment and that his girlfriend has left him.
In order to get some money, the two hire a knife thrower on a ship to Holland. Something goes wrong with their introduction and they accidentally kill two ship servants. You are first placed in police custody in Amsterdam and asked to take a cargo ship back to America three days later. So you can still spend some time in town and meet a talented women's band Dolly Dots . Norm poses as an employee of Jerry, whom he introduces as Lou Winters, the boss of Capitol Records. Should you ever come to Los Angeles, you would be welcome anytime. When they meet the band at an event that evening, a fight breaks out and they all end up in police custody. The responsible American attaché in Amsterdam wants to get rid of the two immediately, he takes them personally to a small airport and they are flown to the United States in a rickety airplane by a drunken pilot and her simple-minded copilot.
Back in Los Angeles, Jerry and Norm go back to their normal, low-paying jobs. Jerry works in a hotel kitchen, Norm drives a taxi. In fact, the Dolly Dots come to Los Angeles to be managed by Lou Winters. You stay at the hotel where Jerry works, since Lou Winters is also staying there. Jerry and Norm manage to play their wrong roles in front of the band through various diversionary maneuvers. You give the band a little gig and go to a hip party with them. There they fly, however, because the singer of the band Dead Meat knows the real Lou Winters. The Dolly Dots are terribly disappointed with Jerry and Norm, they want to leave Los Angeles for Holland again. But Jerry and Norm have a plan, they want to make sure that the band comes to their performance after all. In the evening Dead Meat plays in front of various music producers, Jerry and Norm can smuggle in the dolly dots dressed as roadies. They conduct helium to the microphones through hoses so that the voices of Dead Meat sound very high. The band is booed off the stage and the dolly dots take their chance and start playing. Lou Winters is so impressed that he signs the band.

The film was shot on locations in the United States (Los Angeles) and the Netherlands (Amsterdam). After Die Klugscheißer, it is the second joint film by the two main actors David Landsberg and Lorin Dreyfuss.
The band Dolly Dots is actually a Dutch women's band that was popular in the Netherlands in the 1970s and 1980s, reaching four top ten positions in the Dutch charts. Her album Dutch Treat , released in 1986, has the same title as the original film.
