The Túnel d'Envalira is a road tunnel that runs in the territory of the municipality of Encamp in Andorra . It connects the Andorran CG 2 with the French N 22 and passes under the Port d'Envalira . The tunnel is considered part of the connection from Toulouse to Barcelona .

The tunnel has a length of 2860 meters. On the French side, the Ariège river is crossed by means of a viaduct. The two-way tunnel is located at an altitude between 2043 and 2052 meters above sea level and is therefore the highest tunnel in Europe according to the operator.

The tunnel planning began at the end of the 1950s as an essential part of an infrastructure that was to provide an alternative to the Port d'Envalira , the highest road mountain pass in the Pyrenees , as this often had to be closed to traffic in winter due to extreme weather conditions. The public tender was issued in 1963, and in 1985 the route between the village of Pas de la Casa and the Grau Roig ski area was set. Construction began on June 1, 1999 on the French side and on August 2, 1999 in the Andorra area. The construction work was carried out by the Spanish companies FCC and NECSO (now ACCIONA). The construction costs amounted to around 11 billion pesetas , which today would correspond to around 80 million euros . On September 22, 2002 - more than a year later than originally planned - the tunnel was opened.

So that the tunnel and the adjoining viaduct lie entirely on Andorran national territory, Andorra and France carried out an area swap. In addition, the border inspection posts were relocated to French territory so that they are now about three kilometers from the eastern tunnel portal.

The tunnel is operated as a toll tunnel by Globalvia , a joint venture between the Spanish companies Caja Madrid and FCC . The concession period is 50 years.
