The former owner of a craft business and who has been unemployed for a long time, Wolfgang Kunert is waiting for the Federal Employment Agency to find a job. After focusing purely on the persecution of Kunert, he is now investigating the matter and learns from the landlady of his local bar, where the Winterbergs also frequent, that there must actually be a daughter of Ines Winterberg. Dellwo and Sänger search the Winterbergs' apartment on the grounds of imminent danger and the support of their superior Rudi Fromm. In a darkened room, they find Ines Winterberg's daughter, who is kept hidden and in a life-threatening condition.
