from Wikipedia, the free encyclopedia

Thomas Begich (born November 4, 1950 in Halberstadt ) is a German economist . As an SED opponent, he belonged to the opposition in the GDR . After the political change, he became known as the head of the finance department of the Church Office of the Evangelical Church in Germany (EKD) .

Family backgrounds

Thomas Anbich comes from a traditional Central German pastor family. He is the youngest son of Pastor Gotthilf Siegfried Greich (1915–1993) and the teacher Gudrun geb. Wolf (1913-1987). Gegich was born in Halberstadt and experienced early childhood in the rectory in Emersleben , where grandfather Karl Begich and then father were pastors . The dramaturge and theater director Gisela Anbich and the theologian and author Gerhard Anbich are siblings. The theologians Joachim BEGICH and Martin BEGICH d. Ä. are great cousins .

education

Due to his father's change of pastor in 1955, he grew up in Erfurt and graduated from the Humboldt EOS in 1969 . During this time he also completed vocational training as a horticultural worker . He then began studying Protestant theology at the Martin Luther University in Halle-Wittenberg . Because of the refusal of military training while studying at the National People's Army ( NVA ), he was disciplined in 1970 and de-registered. From 1975 he completed a distance learning course at the Erfurt branch of the Technical College for Internal Trade in Dresden, which he graduated in 1979 as "Economist of Socialist Internal Trade". In the mid-1980s, he completed another distance learning law course ( law ) at the Humboldt University in Berlin , which he finished without a degree due to the social upheaval in the GDR in 1990 .

Professional career

From 1970 to 1972, Gegich completed the basic military service of the National People's Army in the construction units as a so-called construction soldier . Since he was initially not allowed to take up university studies, he looked for a job in business. In 1972 he was employed as an assistant accountant in VEB RFT Industrievertrieb Rundfunk Fernsehen Leipzig , Erfurt district directorate. In this trading company he was promoted to auditor for the branches and parts of the company in the former districts of Erfurt, Gera and Suhl. Despite his Christian-pacifist attitude and his rejection of any membership in the so-called social organizations, he was soon appointed head of the “economic control” department and was able to take up distance learning .

In 1981 he was appointed administrative director of the Evangelical Johanniter Hospital Genthin by the then consistory of the Evangelical Church of the Church Province of Saxony, based in Magdeburg .

On September 1, 1990, the church leadership of the Evangelical Church of the Church Province of Saxony appointed him to the senior consistorial council and finance department of the regional church.

In 2003 the Council of the Evangelical Church in Germany appointed him to the senior church council and head of the finance department of the EKD church office in Hanover . Since 2016, he has been retired.

Act

Role during the "Peaceful Revolution" (1989/90)

As early as the 1970s, Thomas Anbich was a participant in a peace working group of the Evangelical Young Men’s Work in Thuringia , which, among other things, organized pastoral care for soldiers. In 1989 he called for the foundation of the New Forum in Genthin and played a key role in shaping the Peaceful Revolution in the region. On November 4, 1989, he initiated the first large demonstration in what was then the district town with more than 2,000 participants. In 1990 he was elected to the district council of the Genthin district for the New Forum / Bündnis 90, but no longer accepted the mandate due to his professional change to the Protestant regional church.

Activity as head of finance for the church province of Saxony (1990-2003)

During his time as head of finance for the church province of Saxony , he led a. a. negotiations with the state of Saxony-Anhalt on the part of the regional church for the structuring of state services. He played a key role in structural reforms in the regional church. Among other things, he introduced a new financial distribution system aimed at strengthening the individual responsibility of church districts and congregations. With a view to demographic change, he developed a long-term financial strategy that resulted in various structural reforms in the regional church. At the same time, an administration was developed to support and relieve the congregations, which ultimately led to the merger with the Evangelical Lutheran Regional Church to form the Evangelical Church in Central Germany (EKMD) (since 2009). In doing so, Gegich attached great importance to the provision, maintenance and design of economically viable and functional ecclesiastical Protestant conference houses, including the conference and education center in Drübeck with the Romanesque monastery church (end of renovation in 1997) and the Augustinian monastery in Erfurt (end of renovation in 2003).

Activity as head of the finance department of the Evangelical Church in Germany (EKD) (2003-2016)

During my time as head of the finance department in the EKD Church Office, the initiative “Church on the move”, launched in 2006 - a reform process of the Evangelical Church in Germany - took place . This was preceded by the prognosis made in the finance department in 2005 for the development of parish members up to the year 2030. A key contributor to this process was the increase in the quality of church work at all levels of activity. His focus was on the fiscal area: In addition to regulating the EKD's financial and budgetary affairs, Gegich had to develop the cooperation between the member churches of the EKD (= regional churches) in the area of finance. He initiated common strands of action and gave impetus for the gradual replacement of the previous cameralistics with a modern church accounting system, which is based on the commercial accounting system and was introduced in 2013 for the accounting of the EKD.

Greeted the more intensive cooperation of the regional churches. Under the umbrella term "Solidarity Pact", a financial equalization between the regional churches was further developed and common standards of a responsible financial economy were agreed. At his suggestion, the establishment of a working group of church investors can be traced back to the establishment of a guideline for ethically-sustainable investments in the Protestant church (2013), which was widely disseminated. A website on church finances, which he designed to a large extent, aims to take account of the transparency of church action at all levels.

The reorganization of church functions and buildings in Lutherstadt Wittenberg goes back to Concept's suggestion . As part of these measures, the castle church in Wittenberg, which belongs to the state of Saxony-Anhalt, was renovated and made the property of the EKD. After renovation and renovation, the adjoining castle serves as a seminar location for the evangelical seminary.

In 2010, in the field of art and culture, he initiated a funding campaign that made it possible to preserve the important library of Reformation history, Johannes a Lasco in Emden . In 2017 he sponsored and accompanied the major international art exhibition "Luther and the Avant-garde" in Lutherstadt Wittenberg.

As managing director of the Foundation for the Preservation of Church Monuments in Germany (KiBa) ,estrich was particularly committed to the preservation and renovation of church buildings, particularly in eastern Germany.
