The 3rd U-23 Africa Cup ( English 2019 Africa U-23 Cup of Nations , French Coupe d'Afrique des nations des moins de 23 ans 2019 ) was held in Egypt from November 8 to 22, 2019 . Egypt won the tournament.
The tournament was initially due to take place in Zambia , but the country withdrew its candidacy in July 2017.
The tournament also served as qualification for the 2020 Summer Olympics in Tokyo . The three best teams in the tournament were given a quota place.

draw
The group draw took place on October 2, 2019 at the Montaza Palace in Alexandria . The Egyptian team was automatically placed as the host of Group A, while Nigeria was also placed in Pot 1 as the defending champion. The remaining teams were distributed according to their respective placements in the last U-23 Africa Cup .

Venues
The tournament was played in two stadiums in the capital Cairo . In addition to the Cairo International Stadium with a capacity of 75,000 spectators, the al Salam Stadium served as a venue.

Tournament form
The game was played in two groups of four, with the group first and second qualified for the semi-finals. From this round on, the game was played in the knockout system , in which extra time and a penalty shoot-out were possible.
Placement rules
If more than two teams were tied, the placement was determined by the following criteria:
- 1. Number of points in direct comparison
- 2. Goal difference in direct comparison
- 3. Number of goals in direct comparison
- 4. If, after applying criteria 1 to 3, two teams still occupy the same place in the table, criteria 1 to 3 are reapplied, but only to the matches between the teams in question
Should this also not lead to a definitive placement, criteria 5 to 7 were applied:
- 5. Goal difference from all group matches
- 6. Number of goals in all group matches
- 7. Drawing of lots

Final round
In the final round, the game was played in a knockout system . If there was a draw after the normal playing time of 90 minutes, there was an extension of 15 minutes twice and possibly (if there was still no winner) a penalty shoot-out . The only exception was the game for third place in which a penalty shoot-out followed directly. All games took place at the Cairo International Stadium .
