Udo Lemme

Udo Lemme (born September 19, 1941 in Gießmannsdorf ) is a former colonel of the Ministry for State Security (MfS) and head of the legal department of the MfS.

Life

Born in Gießmannsdorf in 1941, Lemme graduated from high school in 1960 . He then completed two years of military service and then took up law studies at the Martin Luther University in Halle-Wittenberg , which he graduated in 1967 with a degree in law. In 1965 Lemme joined the SED . In 1967 he was employed by the MfS District Administration (BV) Halle . There he initially worked in Department XX (state apparatus, culture, churches, underground) before he was transferred to the legal office of the MfS in Berlin in 1970 .

In 1977 he received his doctorate from the Law School (JHS) to Dr. jur. with a collective dissertation on the subject of " Significant political and legal basic questions of the West Berlin problem and the resulting political and operational conclusions and tasks ". A year later he became deputy head and finally in 1981 head of the legal department of the MfS. He thus succeeded Hans Filin, who was in poor health . As head of the legal department, he was responsible, among other things, for participating in the drafting of legislative and contractual projects as well as international treaties and conventions. In 1986 he was promoted to colonel.

On behalf of the SED Politburo , Lemme and three other MfS officers were commissioned on November 8, 1989, to draft new travel regulations for GDR citizens with the aim of permanent departure. This was erroneously announced by Günter Schabowski at a press conference on the evening of November 9, 1989 as a decision of the Politburo, which triggered the fall of the Berlin Wall . Lemme was released in 1990 in the course of the fall of the GDR and the dissolution of the MfS.
