Umhlabuyalingana (also uMhlabuyalingana ; English Umhlabuyalingana Local Municipality ) is a municipality in the South African district of Umkhanyakude in the KwaZulu-Natal province . The seat of the municipality is Kwangwanase . TS Mkhombo is the mayor. The African National Congress (ANC) provides the majority in the local council.

Umhlabuyalingana is the isiZulu word for "flat land". The parish was so named because it is located in a flat area. In 2011 the community had 140,951 inhabitants. It covers an area of ​​4402 square kilometers.

In April 2009 it was announced that the community coffers were missing Rand 3 million . The reasons for the shortfall were gross financial mismanagement and corruption, a judicial investigation showed. As a result, in December of that year the province took over the administration of the municipality. At the time it was 14 million rand that could not be accounted for. The local government was accused of nepotism, corruption and fraud.

Umhlabuyalingana is with Jozini the northernmost community of KwaZulu-Natal and borders directly on Mozambique . To the east, the community borders - separated by a narrow strip of land administered by the district - on the Indian Ocean . The Pongola flows in the western border areas . The coast is characterized by many lakes: In the north on the border with Mozambique is the Kosi Bay with the lake of the same name. In the south of Umhlabuyalingana is the St. Lucia Lake with the iSimangaliso Wetland Park . In between lies the largest freshwater lake in South Africa, Lake Sibaya .

There are rare sand forest areas in and around the Tembe elephant reserve. The Sand Forest is a dry forest area without the typical companions of a wet forest, such as ferns and mosses. The Sand Forest was probably a coastal forest a million years ago. However, over the course of millions of years, the African coast has shifted to the east, separating the forest and the coast.

Over 99 percent of the community is rural and has many informal settlements .

In 2011 the community had 156,736 inhabitants. 99.3% of them were black.

The first language was 95.1% isiZulu , 1.2% English and 1% isiNdebele .

economy

As in most rural communities in South Africa, the main economic pillar in Umhlabuyalingana is agriculture. However, despite the many lakes, there is hardly any access to water resources for irrigation. Roads to the cultivated areas are also missing. There is also a lack of suitable sales markets.

Tourism is a growing sector. From the landscape, the sand forest areas, the various lakes and lake landscapes (St. Lucia Lake, Sibaya Lake and Kosi Bay) and the Pongola are ideal for tourist activities. There are some so-called Cultural Villages , which allow an insight into the culture and way of life of the local population. However, the entire coastal strip is attached to the district and thus hardly brings the community any income.
