United Nations Mission in Haiti ( UNMIH , German: Mission of the United Nations in Haiti ) was a UN peacekeeping mission and was based on UN resolution 867 of September 23, 1993 and took place from September 1993 to June 1996. The purpose of the mandate was to modernize the armed forces , build a new police force in Haiti and prepare for free and fair elections. In July, the mission was the United Nations Support Mission in Haiti (ger .: Support Mission in Haiti , shortly UNSMIH) and renamed for the last time extended its mandate from the UN Security Council until 31 May 1997th However, a further extension of two months was reserved.
UNMIH was led at the beginning of December 1992 by the representative of the Secretary General of the UN Dante M. Caputo from Argentina , who was also the envoy of the Secretary General of the Organization of American States . After the mission began, he became special envoy of the UN Secretary-General and head of the mission from September 1993 . From September 1994 to March 1996, Lakhdar Brahimi from Algeria took over the office, which was last replaced by Enrique ter Horst from Venezuela . Ter Horst then also led the follow-up mission UNSMIH. The commander of the military unit deployed from October 1993 was Colonel Gregg Pulley from the USA Major General Joseph Kinzer (USA) was in charge of the forces from January 1995 to March 1996, relieved Brigadier General J.RP Daigle from Canada , who continued this office until June 1996 and then was employed at UNSMIH. The Canadian Superintendent Jean-Jacques Lemay was initially responsible for the police force deployed since October 1993, his compatriot Chief Superintendent Neil Pouliot from July 1994 to February 1996 and finally Colonel Philippe Balladur from France . The strength of the forces deployed at UNMIH was up to 6065 men. The mission was supported by Algeria, Antigua and Barbuda , Argentina, Bahamas , Bangladesh , Barbados , Belize , Benin , Djibouti , France, Guatemala , Guinea-Bissau , Guyana , Honduras , India , Ireland , Jamaica , Jordan , Canada, Mali , Nepal , New Zealand , the Netherlands , Austria , Pakistan , the Philippines , Russia , St. Kitts and Nevis , St. Lucia , Suriname , Togo , Trinidad and Tobago , Tunisia and the USA Six military personnel and three police officers from the UNMIH mission were killed during the operation .
The mission was resumed in April 2004 after renewed outbreaks of violence with the resolution on MINUSTAH .
