The Director of National Intelligence ( DNI ; German director of the national intelligence services ) is a high-ranking government official of the United States of America . He is the director of the Intelligence Community , an association of 17 US intelligence services . The then President Ronald Reagan ordered the formation of this intelligence community on December 4, 1981 by decree , Executive Order 12333 .

The post of Director of National Intelligence was decided in 2004 on the basis of the recommendations of the 9/11 Commission Report and introduced in November 2004 in the Intelligence Reform and Terrorism Prevention Act of 2004 .
Director of Central Intelligence
Until the Intelligence Reform and Terrorism Prevention Act , the Director of Central Intelligence (DCI) was both administrative head of the Central Intelligence Agency and coordinator for the then 16 US intelligence services.

Division of the office into D / CIA and DNI
As a result of the terrorist attack on September 11, 2001 ("9/11"), the investigative body, the "9/11 Commission", recommended that the office of Director of Central Intelligence be transferred to the offices of Director of the Central Intelligence Agency (D / CIA) and the Director of National Intelligence (DNI). President George W. Bush enforced this through the Intelligence Reform and Terrorism Prevention Act and thus created the offices of Directors of National Intelligence (DNI) and Director of the Central Intelligence Agency.

Executive Order 13470
On 30 July 2008 issued President Bush , the Executive Order 13470 as a complement to Executive Order 12333 , the role of the DNI further consolidate and expand its competencies.

The DNI is intended to coordinate and integrate the work of the various elements of the intelligence community. He also advises the President and the National Security Council of the United States on intelligence matters and is responsible for compiling the President's Daily Brief . However, he has no powers at the level of the 16 intelligence services.
According to the intelligence community, the Office of the Director of National Intelligence is the 17th intelligence service.
