The committee of inquiry to clarify allegations of corruption was set up by the Austrian National Council on October 20, 2011. Termination of the Committee

On July 11, 2012, the SPÖ, ÖVP and BZÖ passed a motion according to which courts and ministries should no longer deliver files on topics that have already been dealt with (telecommunications (except for Eastern business), BUWOG, official radio and gambling) by December 31, 2012. In contrast, chairwoman Gabriela Moser was of the opinion that this decision had to be made unanimously. She therefore did not announce the result of the vote, but stated that this had to be checked legally.

Another point of contention (which later also led to charges of defamation against the club chairmen Josef Cap and Karlheinz Kopf ) was the subsequent correction of the minutes of voting behavior by Gabriela Moser from "majority acceptance" to "not found the required majority" after an objection by Peter Pilz.

On August 31, 2012, the committee came to a temporary end. The reason for this was a four-party motion by the SPÖ, ÖVP, FPÖ and BZÖ, which, in addition to the schedule and summons of witnesses, also included restricted delivery of files (file delivery stop on October 2, 2012), which chairwoman Gabriela Moser, due to a lack of unanimity (in application of Section 10 VO -UA) but not allowed to vote. The July 11 application was also submitted again, but this time Moser approved.

On September 6, 2012, there was a meeting between the President of the National Council , Barbara Prammer , Gabriela Moser and all parliamentary group leaders. After this meeting, Gabriela Moser decided to allow the application after all and read out a corresponding statement. Afterwards, the parliamentary group leaders and club chairmen of the SPÖ, ÖVP, FPÖ and BZÖ demanded an apology, the withdrawal of the declaration or the resignation of the chairperson. On September 18, 2012, Gabriela Moser resigned from the chair.

On September 19, the governing parties submitted a "deadline motion" to the National Council calling for the committee of inquiry to be terminated immediately. After intensive negotiations with the opposition, all parties agreed on a compromise, which said that files on the open evidence should only be delivered until October 2 (advertising affair), October 3 (citizenships) and October 9 (Telecom Eastern business) should be. A file delivery freeze applied to the issues of evidence already dealt with, unless the majority in the committee had decided to resume the delivery of files. It was also determined that the committee should end on October 16 after 8 further meetings. The opposition was outraged by the “blackmail” of the ruling parties, while the government saw a “strong sign from Parliament”.

An invitation from Chancellor Faymann to testify before the committee of inquiry into the advertising affair was requested several times by the opposition parties, but was always rejected by the governing parties.

Events after the end of the committee

On November 8, 2012, the Greens presented their unofficial report to the committee of inquiry at a special session of the National Council. The report was 680 pages long and dealt with both those issues that were dealt with in the committee and those that were no longer dealt with. In addition, as a result of the committee and its premature end on November 12, 2012, they collected declarations of support for a referendum with five demands on the fight against corruption, the central demand of which was the committee of inquiry as a minority right .
