Ursula Engelen-Kefer (born June 20, 1943 in Prague as Ursula Kefer) was deputy chairwoman of the German Trade Union Confederation (DGB) from 1990 to 2006 . She is currently a professor at the University of the Federal Employment Agency in Schwerin - after various teaching assignments at the Otto Suhr Institute at the Free University of Berlin, at the Alice Salomon University in Berlin and at the University of Economics and Law. She works on a voluntary basis in the Sozialverband Deutschland (SoVD) , since March 2019 chairwoman of the state association Berlin-Brandenburg and since November 2019 vice-president of the federal association. Ursula Engelen-Kefer was a member of the federal executive committee of the Social Democratic Party of Germany (SPD) from 1986 to 2009 . In the federal election on September 27, 2009, she ran as a direct candidate in the Ingolstadt constituency.

Life

Ursula Engelen-Kefer studied economics at the University of Cologne and was established in 1970 with the work "re-training in a growing economy - the example of the USA" a PhD . At first she worked as a freelance journalist in New York , later as a scientist at the Economic and Social Science Institute of the DGB. In 1974 she became head of department for international social policy at the DGB. From 1980 to 1984 she was head of the labor market policy department. Björn Engholm appointed Ursula Engelen-Kefer to his campaign team for the state elections in Schleswig-Holstein in 1983 . In 1984 she moved to the office of Vice President of the Federal Labor Office .

In 1990 the DGB Federal Congress elected Ursula Engelen-Kefer as deputy chairwoman of the German Federation of Trade Unions. She held this position with three re-elections until May 2006. During this time, she was alternating chairwoman of the board of directors and later of the administrative board of the Federal Employment Agency. In addition, she was alternating chairwoman of the board of the German Pension Insurance Association - formerly the Association of German Pension Insurance Institutions - for several years . From 1985 to 2010 she was a member of the Chamber for Social Order of the Evangelical Church in Germany and represented the trade unions for two terms in the Synod of the Evangelical Church. She was also a member of the Senate of the Max Planck Society and a member of the ZDF television council for two terms .

After the then chairman Heinz-Werner Meyer died unexpectedly shortly before the DGB federal congress in 1994, Engelen-Kefer temporarily took over the chairmanship. However, the DGB federal executive committee nominated Dieter Schulte , member of the IG Metall executive committee , for the chairmanship of the DGB. After four terms in office, Engelen-Kefer decided to run again at the 2006 DGB Federal Congress in Berlin. In the vote on May 23, 2006, she was defeated by Ingrid Sehrbrock (CDU), who had been proposed by the chairmen of the eight individual trade unions. 161 delegates voted for Ursula Engelen-Kefer and 212 delegates for Ingrid Sehrbrock.

Ursula Engelen-Kefer was active in various committees at the international level. From 1991 to 2008 she represented the DGB on the Administrative Council of the International Labor Organization (ILO). In addition, she was a member of the Economic and Social Committee of the European Union (1978 to 1986 and 1990 to 2006). She was a member of the Advisory Committee for the European Social Fund (1974 to 1980), a member of the Executive Committee of the European Trade Union Confederation (1990 to 2006) and a member of the Executive Committee of the International Confederation of Free Trade Unions (1990 to 2006).

Ursula Engelen-Kefer has received various honors at national and international level, in particular the Cross of Merit 1st Class of the Order of Merit of the Federal Republic of Germany , presented by the Federal Minister of Labor at the time, Norbert Blüm .

Between July 2009 and July 2011 she was a member of the state executive committee of the SPD Bavaria .

On April 28, 2010, the Senate of the University of the Federal Employment Agency (HdBA) presented Ursula Engelen-Kefer with the certificate of appointment as honorary professor with effect from April 1, 2010. Her teaching and research activities at the HdBA focus on employment and labor market policy in the European Community, as well as demography and securing skilled workers. In addition, she has various teaching assignments. Since leaving the DGB, she has volunteered for the SoVD as a member of the social policy committee and chairwoman of the social insurance working group at the federal level and in the Berlin-Brandenburg state association. Ursula Engelen-Kefer was elected Vice President at the SoVD Federal Association Conference in November 2019. From 2007 to 2016 she was a member of the Board of Directors of the Ifo Institute .

She has been married to the business journalist Klaus C. Engelen since July 1967 and has two grown sons.
