Uwe Schramm (diplomat)

Uwe Schramm (born December 31, 1941 in Bremen ) is a former German diplomat who was ambassador to Rwanda between 1988 and 1991 , ambassador to the United Arab Emirates from 1991 to 1994 , ambassador to Bangladesh between 1998 and 2001 and most recently from 2001 to 2006 Ambassador to Georgia was.

Life

Diplomatic career

After graduating from high school in 1962 and completing military service in the Bundeswehr in 1964, Schramm began studying law and political science at the Rheinische Friedrich-Wilhelms-Universität Bonn , which he completed in 1969 with the first state examination in law. After completing the legal clerkship between 1969 and 1972 , he passed the second state examination in 1972.

In 1972 Schramm began his preparatory service for the higher foreign service and was then briefly attaché at the embassy in Morocco in 1973 and political advisor at the embassy in the People's Republic of Poland between 1973 and 1977 . He then acted from 1977 to 1979 as permanent representative of the ambassador to Liberia and from 1979 to 1982 as cultural officer at the embassy in the USA . Between 1982 and 1988 he worked in the Foreign Office in Bonn and was chairman of the staff council from 1985 to 1988 .

In 1988, Schramm succeeded Reinhart Bindseil as Ambassador of the Federal Republic of Germany in Rwanda and held this office until 1991. He himself then became ambassador to the United Arab Emirates (UAE) in 1991 and remained in this position until 1994. After his return to Germany, between 1994 and 1998 he was head of department in Political Department 3 at the head office. He then followed Jürgen Gehl as ambassador to Bangladesh in 1998 and held this position until he was replaced by Dietrich Andreas in 2001.

Schramm was last appointed Ambassador of the Federal Republic of Germany in Georgia in August 2001, succeeding Wolf-Dietrich Vogel . He held this post of ambassador until his retirement in 2006; he was replaced by Patricia Flor . During this time, among other things, the conflicts over Abkhazia fell in 2002.

Commitment after retirement

Even after leaving the diplomatic service, Schramm dealt with the situation in Georgia, particularly during the Caucasus War in 2008 and during the conflict over South Ossetia . In 2009 he was a member of an EU commission of inquiry headed by Heidi Tagliavini into the conflict between Georgia and Russia .

On July 10, 2011, Schramm was part of a group of 32 former ambassadors and consuls general who wrote an open letter to Chancellor Angela Merkel and Federal Foreign Minister Guido Westerwelle in favor of Palestine joining the United Nations .

During the Ukraine crisis in 2014 , Schramm and Thomas Lenk also belonged to a contact group of the Organization for Security and Cooperation in Europe (OSCE).
