Václav Hůla

Václav Hůla (born July 21, 1925 in Skryje , Okres Brno-venkov ; † April 1, 1983 ) was a Czechoslovak politician of the Communist Party KSČ ( Komunistická strana Československa ) , who was among other things Deputy Prime Minister of the Czechoslovak Socialist Republic between 1969 and 1983 ( ČSSR) and from 1969 to 1971 and again between 1976 and 1983 chairman of the State Planning Commission SPK ( Státní plánovací komise ) .

Life

Hůla grew up in Okres Rakovník and, after attending the business school in Beroun in 1945, began studying at the Prague VŠE Business School (Vysoká škola ekonomická v Praze) , which he graduated in 1948 with a degree in engineering. During his studies he joined the ( Communist Party of Czechoslovakia ) (KSČ / KPTsch) in 1946 and, after graduating in 1948, began his professional career in the office of the President of Czechoslovakia, where he was initially a speaker and then between 1951 and 1953 head of the Department of Economics was. In 1953 he moved to the presidium of the government, where he was section head before he was deputy chairman of the State Commission for Finance, Prices and Wages between December 1965 and January 1967. At the same time he was a member of the State Planning Commission from December 1965 to April 1968 and a member of the State Commission for Economic and Technical Cooperation between December 1965 and January 1967. He also became a member of the Economic Commission of the Central Committee (ZK) of the KSČ in June 1966 and also a member of the State Statistical Council in August 1967.

In the first government of Prime Minister Oldřich Černík , Hůla took over the office of minister without portfolio on April 8, 1968 . On April 30, 1968, however, he was appointed chairman of the State Prize Office to the rank of minister and held this office until December 31, 1968. After he was not represented in the subsequent one, he took over in the third government of Černík on September 29, 1969 held the office of Deputy Prime Minister and held this position in the following governments Štrougal I , Štrougal II , Štrougal III and Štrougal IV until his death on April 1, 1983. In addition, the loyal advocate of the planned economy was also chairman for the first time on September 29, 1969 the State Planning Commission SPK ( Státní plánovací komise ) and held this position until December 9, 1971. At the XIV Party Congress of the KSČ (May 25-29, 1971) he was also a candidate for the Presidium of the Central Committee and a member of the Central Committee elected to the KSČ and belonged to this body until his death. On November 27, 1971, he also became a member of the Federation Assembly and was a member of the Parliament of Czechoslovakia until his death. Within parliament he was a member of the People's Chamber, which was composed of 200 members elected in electoral districts.

After the departure of Ludvík Svoboda , Hůla became his successor on July 3, 1975 as a member of the Presidium of the Central Committee of the KSČ and belonged to this top management body of the party until his death. In addition to his post as Deputy Prime Minister, he took over again on November 11, 1976 in the third government of Prime Minister Lubomír Štrougal as chairman of the State Planning Commission and held this position until his death on April 1, 1983.
