The administrative community was formed on June 1, 1992 on a voluntary basis. On January 1, 2019, the municipalities of Göhren , Göllnitz , Mehna and Starkenberg were accepted from the dissolved Altenburger Land administrative community as part of the Thuringia regional reform in 2018 and 2019 .
