The Vieregg-Rössler GmbH Innovative Verkehrsplanung is a consulting office in the transport sector from Munich founded in 1991 .

The company was headed from 1991 to 2013 by Martin Vieregg and Karlheinz Rößler. Martin Vieregg is now the sole managing director. The company makes use of other freelance workers on a project basis. Martin Vieregg holds a degree in business administration and received his doctorate in 1995 on the subject of "Increasing efficiency in long-distance passenger rail transport ". Karlheinz Rößler is a qualified psychologist and member of ProBahn and was an employee of the Verkehrsclub Deutschland . The consulting company became known in particular for its commissioned studies on the second main line of the Munich S-Bahn , the Transrapid in Munich and Stuttgart 21 .

Munich airport connection

Vieregg-Rössler presented several studies in connection with the connection of Munich Airport to Munich city center. These dealt on the one hand with a possible Transrapid connection, on the other hand with an alternative express S-Bahn.

On behalf of Bündnis 90 / Die Grünen , Vieregg-Rössler prepared three reports between 2002 and 2007 on the feasibility, risks and costs of the Transrapid project. The report from 2007, which predicted construction costs of the Transrapid of 3 to 4 billion euros, achieved particular fame. In the planning documents, only 1.85 billion euros had been estimated for this. These cost planning was revised and revised upwards in the course of the year. After these had amounted to 3.4 billion in the end, the project was discontinued on March 26, 2008.

On behalf of the communities of Unterschleißheim, Oberschleißheim, Eching and Neufahrn, Vieregg-Rössler presented a wheel-rail-based alternative concept in 2003. This took up concepts from 1997 and 1998 that had been created on behalf of Flughafen GmbH Munich.

In addition to these suggestions, Vieregg-Rössler created concepts for the city of Freising, the Swabian Chamber of Industry and Commerce and MdL Christine Kamm (B'90 / Green) to better connect Freising, Eastern Bavaria and Augsburg to the airport.

S-Bahn Munich

Over the years, Vieregg-Rössler has received several orders to assess expansion measures and overall analyzes of the S-Bahn network in Munich. For example, in 1994 and 1996 to improve the S-Bahn line to Freising on behalf of the city of Unterschleißheim, a connection Fröttmaning and Schwabings to the S-Bahn network with a "north tunnel" or two-system trains on behalf of Bündnis 90 / Die Grünen and the Münchner Verkehrsgesellschaft 2003 as well as an assessment of the planned second trunk line tunnel or an alternative route over the so-called Südring between 2003 and 2005 on behalf of Bündnis 90 / Die Grünen or the "Citizens' Initiative S-Bahn Tunnel Haidhausen".

In January 2015, the office presented the results of a new study on the second trunk line , which was carried out on behalf of the Haidhausen citizens' initiative . The longer journeys made by the travelers due to the lowering led to an increase in the total travel time of up to seven minutes. This would reduce the benefit-cost ratio of the project into the uneconomical range below 1.0. However, there is disagreement about the question of the extent to which the routes were already taken into account in the investigation commissioned by the Free State in 2011: the Bavarian Ministry of Transport stated that it saw no reason for a reassessment. The investigation by the Free State had shown an NKV of 1.23.

Semmering base tunnel

On behalf of the anti-tunnel organization Alliance for Nature , Vieregg-Rössler prepared an expert opinion on the Semmering base tunnel to be built as part of the Baltic-Adriatic axis to bypass the Semmering Railway. Vieregg-Rössler stated in the report submitted by the Alliance for Nature in a complaint against the tunnel that there was no economic benefit from the tunnel. On the basis of a statement by Brigitta Riebesmeier , the Federal Administrative Court found that “the statement by Vieregg-Rössler is flawed from a scientific point of view”.

Stuttgart 21

In the course of the planning for Stuttgart 21 and the new Wendlingen – Ulm line , Vieregg-Rössler issued several statements. One of the first orders was in 1992 by the Engineering Geological Institute in Niedermeyer to review and optimize the variants for the new lines. To connect the airport, Vieregg-Rössler proposed in 2000 a magnetic levitation train running every 12 minutes on the basis of the Transrapid from Stuttgart to Tübingen in order to make “a decisive contribution to the realization of 'Stuttgart 21'”. Vieregg-Rössler estimated costs of 1.2 billion marks for the 48.5-kilometer route . Further contributions to this project were studies of potential savings in large-scale rail projects on behalf of Karl-Dieter Bodack in 2006 and an estimate of the total project costs in 2010 on behalf of Bündnis 90 / Die Grünen.

"Engineering office"

A frequently occurring mistake with regard to Vieregg-Rössler is the designation as " engineering office ". Although the office assigns project-related engineers according to its own information, the heads of the company themselves are not engineers and are therefore not allowed to operate as an engineering office according to Art. 2, Paragraph 2 of the Bavarian Engineering Act . Vieregg-Rössler sees itself as a consulting company and appears as such in its external presentation.
