Vitalijus Vaikšnoras (born April 23, 1961 ) is a former Lithuanian major general . From 2016 to 2019 he was Chief of Staff of the Lithuanian Army . Previously he was u. a. military representative of Lithuania to NATO and the EU and commander of the Baltic Defense College .

From 1978 to 1982 Vitalijus Vaikšnoras studied at the Military Academy in Vilnius . He then took up various posts in the Soviet Army and rose to major there.

After regaining national independence, he switched to the defense forces of the restituting Lithuania, from which the armed forces of the country developed. From 1994 to 1995 he completed English language courses in the USA and then studied at the Command and General Staff College there (1995–1996). In 2000 he took over the post of chief of staff of the Geležinis vilkas infantry brigade - from 2001 Vaikšnoras led the brigade as its commander.

On April 25, 2003, he became chief of staff in the Lithuanian Ministry of Defense . Another study abroad at the NATO Defense College followed between 2004 and 2005 . On November 23, 2007, he was promoted to major general. From 2008 to 2012 Vaikšnoras was the representative of the Lithuanian Armed Forces to NATO and the EU. On December 19, 2012, he replaced Meelis Kiili as commandant of the Baltic Defense College . The general had previously worked briefly as an advisor in the Lithuanian Ministry of Defense. After more than three years at the helm of the trinational military academy, he was replaced by Andis Dilāns and took over the post of Chief of Staff of the Lithuanian Armed Forces on August 16, 2016. In April 2019 he was retired from office. At the beginning of May he retired from active service in the army and was transferred to the reserve.

Private

Vitalijus Vaikšnoras is married and has one daughter. In addition to his mother tongue, he also speaks English and Russian.
