David Wolf learned of a conspiracy while on a combat mission in the Middle East, in which the President of the United States is personally involved. When he comes back to the USA, he is arrested on a bus. He flees and defends himself against the US government, which sees him as a threat and hunts by all means.
Initially, Wolf has no idea of the real background and suspects that they are just trying to get him out of his payout box. But when he discovers that federal agents have killed his girlfriend and will stop at nothing, he too is determined to do anything. He finds an involuntary ally in Mac, a shopkeeper who witnesses an attack by two killers on Wolf and saves his life. In conversation with each other, they discover that both have suffered a similar stroke of fate, because he, too, has lost a family member.
Since Wolf knows all the tricks, he is always one step ahead of his pursuers. He manages to meet the US Secretary of Defense personally and to confront him. However, this means the death sentence for the minister who is shot by agents after the meeting. Wolf escapes.
