Werner Fleck

Werner Fleck (born June 3, 1931 in Roßlau ; † January 12, 2018 ) was a politician of the Socialist Unity Party of Germany (SED) in the German Democratic Republic (GDR). From 1973 to 1976 he was Ambassador of the GDR in Austria and from 1976 to 1983 in France and in 1990 State Secretary and Deputy Foreign Minister in the de Maizière cabinet .

Life

Fleck, the son of a worker, completed a laboratory technician training after graduating from high school, joined the SED, studied vocational education and chemistry at the Technical University (TU) Dresden , where he became a qualified industrial teacher for chemistry and an assistant at the institute for vocational education. In 1968 he received his doctorate.

In addition to his scientific work, Fleck took over political functions from 1960. In 1961/62 he was an assistant to the State Secretary for higher education and technical schools, from 1963 to 1972 head of the "Standing Working Group on Education and Culture" in the office of the GDR Council of Ministers and secretary of the "State Commission for the Design of a Uniform Socialist Education System" at the GDR Council of Ministers.

In 1972 Fleck was a brief consultant for universities and public education in Syria . In 1973 he succeeded Günter Kämmler as the GDR's ambassador in Austria, and from 1975 he was also the permanent representative of the GDR at international organizations in Vienna. In 1976, he succeeded Ernst Scholz as the GDR's ambassador to France. From 1984 to 1989 Fleck was Head of Department for Western Europe in the Ministry for Foreign Affairs (MfAA) of the GDR.

After the peaceful revolution and the only free elections in the GDR in March 1990, Fleck became State Secretary and first deputy to Foreign Minister Markus Meckel (SPD) and remained in this position until the SPD left the government in August 1990.
