Kleemann graduated from the teacher training college and became a primary school teacher in Bremerhaven . As a politicizing teacher, he became a member of the SPD at an early age and advocated the election of school principals. After the First World War he was a member of the Bremen citizenship from 1919 to 1933 . He belonged to the faction of the MSPD and from 1922 to the SPD. At the same time he was a member of the Bremerhaven city ​​council . In the citizenry he was active in various committees and deputations (for civil servants, workers' questions, schools, theaters, town hall).

On April 17, 1928, Kleemann was appointed to Mayor Dr. Martin Donandt (non-party) Senator, responsible for various authorities such as the administration of justice, museums, art monuments, finances, physical exercise, youth care, fire extinguishers, trade and shipping, medical affairs and health. On March 6, 1933, the three SPD Senators Kleemann, Wilhelm Kaisen and Emil Sommer were forced by the National Socialists to give up their Senate offices. From March to May 1933 he was placed in protective custody by the police . Kleemann was forced to withdraw from political work until 1945.

After the Second World War , Kleemann was state chairman of the SPD Bremen from 1949 to 1951 and chairman of the SPD district association in Bremen from 1949 to 1953. From 1951 to 1955 he was again a member of the Bremen citizenship. During this time he concentrated on reorganizing the school system.
