William Arthur Owens (born May 8, 1940 in Bismarck , North Dakota ) is a former American admiral in the US Navy , Vice Chairman of the Joint Chiefs of Staff and economic manager .

biography

After attending school, he studied mathematics at the US Naval Academy in Annapolis , where he earned a Bachelor of Science ( BS Mathematics ). He then joined the US Navy and was a member of it until 1996. He completed postgraduate studies in political science , philosophy and economics at Oxford University with a Bachelor of Arts (BA) and a Master of Arts (MA Politics, Philosophy and Economics). He completed another post-graduate course in management at George Washington University with a further MA in management.

In 1990 he was admiral in command of the US 6th Fleet in the Mediterranean . He was then Deputy Chief of Naval Operations from 1992 to 1994 . On March 1, 1994, Admiral Owens became Vice Chairman of the Joint Chiefs of Staff, and held that post until his retirement on February 27, 1996.

He then switched to the private sector , where he worked as a manager. As such, he was a board member of AEA Investors , Daimler-Chrysler and Polycom . Between 1999 and 2003 he was Vice Chairman and Co- CEO of Teledesic Corporation and thereafter until 2004 its CEO. He was then a member of the Executive Board between 2002 and 2005 and also CEO of Nortel in 2004 and 2005 . He was also at times President, Vice Chairman and Chief Operating Officer (COO) of Science Applications International Corporation (SAIC).

Since 2006, William Owens has served as CEO of communications company Embarq and a board member of Wipro Limited . He is also a member of the Council on Foreign Relations and a trustee ( Trustee ) of the Carnegie Corporation of New York .

He co- authored the 2000 book Lifting the Fog of War with Edward Offley .
