World Vision Austria - Association for Development Cooperation and International Understanding is an association founded in December 1998 that is active in the field of development cooperation , disaster relief and advocacy . Long-term regional development projects are primarily financed by sponsoring children .

The independent, non-profit association based in Vienna has around 35 employees and has been a member of the interdenominational international World Vision Partnership ( World Vision International WVI), which, like all of its members, is evangelically anchored since mid-1999 . Due to the donation scandal surrounding the predecessor association "World Vision Austria - Christian Relief Organization" , particular attention is paid to the responsible handling of donations and public traceability and importance is attached to the fact that there is no connection to the predecessor, whose partnership with WVI von WVI 1998 due to embezzlement of Donation has ended.

Founded as World Vision - Society for Development Aid and International Understanding , the association was previously also abbreviated to World Vision GEV and GEV.

Projects

International

Currently (as of 2014) World Vision Austria is in charge of nine long-term regional development projects in the six countries of Chile , Mozambique , Myanmar , Sierra Leone , Swaziland and Vietnam . The focus of this project work is on the areas of water & hygiene, health, agriculture & nutrition, education, and income generation & economic development.

The association also participates in the financing of international disaster relief operations through appeals for donations, currently (as of 2014) and the like. a. for Syrian refugees, flood victims in Bosnia, typhoon victims in the Philippines and for protection against Ebola in Sierra Leone. World Vision works closely with the participating UN organizations and other aid organizations in all disaster relief operations.

Austria

In Austria, the association helps to create awareness of the causes of hunger and injustice through educational and public relations work. As part of the political advocacy work, World Vision Austria sees its task in observing the state in the implementation of its promises in development cooperation - especially the Millennium Development Goals - and pointing out failures.

financing

On November 14, 2001, the association was one of the first 44 organizations to receive the Austrian seal of approval for donations .

About two thirds of the association's funding comes from private donations, but also from public support from the Austrian federal government , the European Union and the United Nations . With the help of around 14,000 sponsorships, the organization was able to support children and their families in 2013.

Projects are continuously supported by XXXLutz , OFID and others .

Memberships, working relationships and networks

The association is a member of World Vision International and AGGV Global Responsibility - Working Group for Development and Humanitarian Aid . In recent years, the association has become increasingly involved in lobbying work, known as advocacy work, and is active in various thematic networks that are closely related to regional development projects in countries in the south. World Vision Austria is a member of the Austrian Action Alliance against HIV / AIDS, VOICE (Voluntary Organizations in Cooperation in Emergencies) and ECPAT (End Child Prostitution and Trafficking), which aims to improve the protection and rehabilitation of victims of Child trafficking and child prostitution occurs.

The original association “World Vision Austria - Christian Relief Organization was active in Austria from 1976 to 1998 .

An application from World Vision to join the Austrian Working Group on Development Cooperation (AGEZ) was rejected in 1996. The reason was: "World Vision Austria neither meets our criteria of transparency and disclosure of income, nor does its work meet our requirements for development cooperation." ( Südwind-Magazin )

In 1998 two peer reviews by the international World Vision partnership revealed irregularities in the bookkeeping and in the documentation of the sponsorships, which led to the suspicion of embezzlement on the part of the management at the time. However, since the management consistently refused to provide an explanation, the World Vision association member Josef Stiegler called in the Austrian authorities, who initiated a thorough investigation. On November 26, 1998, the then leadership duo was taken into custody. The investigation finally revealed an extensive misappropriation of donations by the then managing director Martina Krones-Taurer. World Vision International took legal action to withdraw the association's naming rights. The association was dissolved in November 1998.

The donation scandal had a very high media presence in Austria, among other things because the Emperor's grandson and then MEP Karl Habsburg-Lothringen had temporarily been on the board of World Vision Austria.

KPMG auditors confirmed the flow of funds from the organization to the Paneuropean Union , with donations flowing into the 1996 EU election campaign of the ÖVP , on whose list two Karl Habsburgs ran for the European Parliament. Anton Heinz Struppy, who worked simultaneously for the Pan-European Movement and World Vision Austria in 1998, then ran a financial service until June 30, 2010.

As a result, a complaint was filed against the then President and Managing Director Martina Taurer-Krones and her husband Wolfgang Krones. Among other things, they were accused of embezzling donations totaling 1.1 million euros and using them for private purposes, such as B. Travel, to have spent. After a lengthy preliminary judicial process, the process was opened in November 2003. In September 2004 Martina Taurer-Krones was sentenced to three years' imprisonment without parole and Wolfgang Krones as an accomplice to two years on probation. The former finance officer of “World Vision Austria - Christian Relief Organization”, who was accused of “knowing”, was acquitted. It was not until 2004 that Karl Habsburg paid back 36,899 euros to World Vision's successor club, which - according to him, without his knowledge - had been used to finance his election campaign.

Josef Stiegler founded the successor organization World Vision - Society for Development Aid and International Understanding - in December 1998 .
