The 1998/99 season of the Vysschaya League was the seventh season of the second highest Russian division. Due to disagreements between the Russian Ice Hockey Federation and the clubs, it founded its own league exclusively for the 1998/99 season , so that only ten teams took part in the actual Vysschaya League.

mode

Each team in the Vysschaya League played four games against each opponent, making the total number of games per team 36 games. The six best teams then qualified for the qualifying round for promotion to the Super League . Each team received two points for a win, one point for a draw and zero points for a defeat.
