The 1994/95 season of the Russian Open Ice Hockey Championship was the third season of the second highest Russian ice hockey league . After a year as Elitnaja Liga , the second division was again played as an open championship with regional relays. Neftechimik Nizhnekamsk won the league championship . After the assurance of economic conditions, Neftechimik was allowed to rise to the International Hockey League .

mode

The season was divided into three parts. In the first round, 58 teams in five regional groups - Center , West , Powolschje , Urals and Siberia-Far East - with 9 to 13 participants, played the free places for the second round. The five teams with the highest points qualified from the groups; from the Siberia-Far East group all teams.

In the second round, four groups - one with 11, two with 12 and one with 5 participants - continued to play. The group of twelve with the participants of the Siberia-Far East group completed another single round, as did the combined group of eleven from Zentrum-Povolschje . The five-man group West played a double round. The Ural regional group carried out a knockout round instead of a league format, with the first four teams in the first round being seeded for the quarter-finals.

Since some teams decided not to take part in the second round, teams that were worse positioned qualified for this. In addition, after the first round, some teams changed regional groups, creating groups of different strengths.

The entire play-offs as well as the placement games for ranks 5 and 7 were played in best-of-three mode. Only the final was held in best-of-five mode.
