Central institutes of the Bundeswehr medical service
The two Central Institutes of the Medical Service of the Bundeswehr ( ZInstSanBw ) are directly subordinate to the Medical Service of the Bundeswehr. Each institute has its own focus of work. The institute in Kronshagen near Kiel focuses on veterinary medicine and the institute in Munich focuses on chemistry with the sub-areas of food chemistry and pharmacy. Each institute is divided into several departments. The former institute in Koblenz focused on human medicine .
In accordance with the importance of the institute, the post of head of the institute generally corresponds to salary group B 3 (colonel on a prominent post). When filling this post, the respective main tasks are taken into account:

On December 10, 1958, the Federal Minister of Defense ( Franz Josef Strauss ) gave the order to set up a "Hygienic Medical Institute" in Koblenz. After the French military had cleared the building, they moved into the service building on Zentralplatz four years later. In the following year, the still young institute was renamed "Institute for Military Medicine and Hygiene" and thus received an official title for the first time. As a result, it is developing very quickly and in order to remain able to act spatially, parts (Department of Defense Physiology and Hygiene) have to move to Koblenz-Moselweiß. In 1967, the then inspector of the sanitary and health system , General Oberstabsarzt Hockemeyer , gave the additional designation "Ernst-Rodenwaldt-Institut", due to the Nazi past of the namesake, this nickname was dropped in 1998. In the next few years a laboratory department for electromicroscopy and a specialist library could be set up become. The institute was reclassified in 1982, the clinical chemistry department was dissolved, the pathology department was transferred to the Bundeswehr Central Hospital, and the bacteriology and virology departments were combined to form medical microbiology. The veterinary and chemical examination centers of Defense Area IV are affiliated to the institute in 1985, but they remain in their traditional locations in Mainz and Koblenz-Pfaffendorf. At the same time, the institute was named "Central Institute of the Medical Service of the German Armed Forces Koblenz", which it still runs today. The orientation changed again in 1993, the institute now has four departments, with departments I to III containing the three license areas - medicine, veterinary medicine and pharmacy / food chemistry - and the medical ergonomics of the Bundeswehr, which only exists once in the Bundeswehr, has the status of a separate department receives. The institute is also moving to the Rhein-Kaserne and Department V "Blood Donation Service of the Federal Armed Forces" is expanding the number of departments to the current level.
In accordance with the realignment of the Bundeswehr, the institute was dissolved in September 2017. Laboratory Department III was added to the Central Institute of the Medical Service of the Bundeswehr in Munich as a branch, Laboratory Department V became part of the Bundeswehr Central Hospital, and Laboratory Departments I and IV became the new Institute for Preventive Medicine of the Bundeswehr (with parts of other units).
Structure and distribution of tasks
The institute has special laboratory-assisted diagnostics for infectious diseases, which includes telemicrobiological support for the deployment hospitals. It also deals with immunological, molecular biological and electron-optical examination methods.
Staff group
The staff takes on the administrative management of the institute and is responsible for all non-scientific matters.
Laboratory Department I
Department I - Medicine - develops preventive health measures, for example in the areas of hospital hygiene and pest detection and control.
Laboratory Department II
The employees of Department II - Veterinary Medicine - located in Mainz (Kurmainz barracks) examine food of animal origin and drinking water under microbiological aspects.
Laboratory Department III
The examination and assessment of food, consumer goods and drinking water from a chemical point of view is the task of Department III - Food Chemistry and Ecochemistry.
Laboratory Department IV
In Department IV - Defense Medical Ergonomics and Performance Physiology - research and development projects are scientifically processed, which deal with the optimization of the work place, the material, the equipment and the clothing of the soldiers.
Laboratory Department V
Every year, Department V - Blood Donation Service - generates over 35,000 voluntary blood donations from soldiers and civilian employees of the Bundeswehr and processes them into blood products that are made available to the deployment hospitals and Bundeswehr hospitals. In the branch of Department V in Munich, blood group determinations are carried out for all Bundeswehr personnel.
Association badge
The institute's association badge shows the iron cross on a medium blue shield and in front of it an Aesculapian staff with a mirror and a coiled snake in gold. They are framed by half an oak and a laurel wreath in gold, which is closed at the bottom and open at the top.
The version of the association badge that can be worn on the uniform also has "Central Institute of the Medical Service of the Bundeswehr" above in gold letters and "Koblenz" below the laurel wreath.
The association badge is derived from an emblem that officers and soldiers of the medical service wore when the Bundeswehr was deployed. The iron cross in the middle represents the German armed forces, for which the institute, symbolized by the Aesculapian staff with a snake, is active with its diverse tasks. The blue background shows that the institute is embedded as a central office in the Bundeswehr medical service. Oak and laurel wreaths are traditionally intended to remind of the achievements of the medical service in the past. The addition "Koblenz" separates the institute from the sister institutes of the same name.

Structure and distribution of tasks
The Central Institute of the Medical Service of the Federal Armed Forces in Kiel supports in addition to its tasks within the framework of the public, legal mandate, in particular the floating units of the Navy, the Federal Armed Forces hospitals and specialist medical centers as well as the Oldenburg Catering Office with a focus on catering.
Department A - Veterinary Medicine
Department A - Veterinary Medicine carries out examinations of food, commodities and feed as well as drinking and bathing water. A wide range of tests with microbiological, sensory, histological, immunological, molecular biological and parasitological tests is available for the various areas of activity.
Department B - Food Chemistry / Ecochemistry
This department ensures preventive health protection by examining foodstuffs, utensils and drinking water. The range of services includes chemical-toxicological examinations and the worldwide inspection of water extraction systems on ships and boats in the Navy.

history
The beginnings of the medical examination facilities in Munich go back to the year 1958. At that time the chemical and veterinary medical examination centers were set up in Defense Area VI with headquarters at Dachauer Strasse 128 in Munich. On April 1, 1965, the chemical investigation center was reclassified into the Institute for Defense Pharmacy and Food Chemistry with the Pharmacy, Food Chemistry and Toxicology departments. In 1967 the medical examination center in Tengstrasse was added. In 1985 the three independent departments were combined to form the Central Institute of the Medical Service of the Bundeswehr Munich; it was divided into seven departments: pharmacy, food chemistry, ecochemistry, radiochemistry and radiology, warfare agent analysis, medicine and veterinary medicine. In April 1993 the location Garching near Munich was determined for a new institute building, in September 1998 it was handed over to the user. At the end of July 1999, the departments and the staff group moved into the Hochbrück property on Fröttmaninger Heide. In the 1990s and 2004, further restructuring took place at the new location. With the adoption of the 2020 target structure, another restructuring was carried out, which resulted in the current institute structure in October 2017.
Structure and distribution of tasks
The Central Institute of the Medical Service of the Federal Armed Forces Munich is a subordinate investigation facility of the Central Medical Service of the Federal Armed Forces, which carries out veterinary, pharmaceutical and chemical examinations in the area of responsibility of the ZSanDstBw for the armed forces and on the instructions of the Federal Ministry of Defense, military and civil services advises the Bundeswehr on technical issues, cooperates with competent bodies and experts in the civilian sector, carries out application-related special research according to instructions and participates in the implementation of research results in the area of responsibility, prepares arbitration reports and technical statements according to instructions, develops military and civilian specialists of the Bundeswehr - and provides further training and provides the medical services with personnel and material support during operations and exercises.

Institute management
The head of the department leads the institute and makes all fundamental decisions. As the immediate disciplinary superior of the officers, he has the disciplinary authority level 1. As the next higher disciplinary superior of the NCOs and men, he has the disciplinary authority level 2. In general, all employees of the institute are subordinate to the institute management, this corresponds to the upper management in the civil sector.
Staff group
She supports in all matters of the institute's management and organization. The staff group covers the broad spectrum of basic management areas, from personnel management issues as well as personnel consulting, all security-related matters, training, further education and training of employees, material management and EDP. In addition, the staff group has other components such as a central registry, in-house post office, regulations office, specialist library, vehicle fleet management, typing service, as well as sampling and distribution. The head of the staff group supports the institute management by coordinating staff work; at the same time, as the immediate superior of the NCOs and teams of the ZInstSanBw Munich, he has the disciplinary authority level 1.

The department is responsible for the accreditation of the institute's laboratory services by the German Accreditation Service (DAkkS).
Department A - Veterinary Medicine
The department is divided into the laboratory groups of food analysis, microbiology, production of culture media, sterilization and disposal and parasitology / entomology / animal husbandry / animal treatment. In the food analysis laboratory group, foods of animal origin are examined for their quality, composition and compliance with food hygiene and food law regulations. In the microbiology laboratory group, food and drinking water are examined using conventional cultural and molecular biological methods. The culture media production, sterilization and disposal laboratory group is responsible for the production, storage, provision and disposal of sterile culture media and liquid culture media. In the Parasitology / Entomology / Animal Husbandry / Animal Treatment laboratory group, service animals are looked after and kept by a veterinarian. The institute keeps sheep as regular blood donors for the production of nutrient media ( blood agar ).
Department B - Food / Ecochemistry
The chemical testing of the quality and safety of food and drinking water for the Bundeswehr is the main task of the food / ecochemistry department. The food is examined for deception and preventive health protection. In preventive health protection, possible dangers in food or drinking water are determined using analytical methods.
Since the Bundeswehr has been deployed as an "army in action" far away from home, the medical service has had modular, relocatable medical facilities in which the food chemistry laboratory containers are an integral part. These are equipped with analysis devices and have a selection of standardized examination regulations. The department's task is to train personnel for use in these laboratories and to keep them in practice, to keep the established examination methods and the quality of the examinations at an acceptable level, to develop new methods if necessary and to advise the operational laboratories and with material problems support. Radioactive substances can be released suddenly and unexpectedly through accidents such as Chernobyl, through the use of nuclear weapons or in other ways, and subsequently end up in our drinking water and food. In the Radiochemistry / Nuclear Radiation Measurement Technology laboratory group, drinking water and food are therefore examined for their content of radioactive substances.
Department C - Pharmacy
Since 2004, the examination of drugs and medical devices has been centralized in the Munich institute. Department C Pharmacy thus performs all tasks for the Bundeswehr that deal with the examination and assessment of drugs and medical products as well as application-related pharmaceutical research and development. The investigation of medicinal products that are to be used abroad is of particular importance, as difficult transport and storage situations can arise in individual cases, especially at the beginning of a mission, which can lead to disadvantageous changes under special climatic conditions (extreme cold / heat, high humidity) of the medicinal products and thus to impairment of the safety of medicinal products; In order to still be able to provide effective and harmless drugs, event-related tests and evaluations are therefore carried out.
