The General Oberstabsarzt is one of the ranks of the Bundeswehr . General Staff physicians are medical officers with a license to practice as a doctor . The rank of General Oberstabsarzt is determined by the Federal President with the order of the Federal President on the rank designations and the uniform of the soldiers on the basis of the Soldiers Act .

Positions

As a rule, the chief medical officer is exclusively the inspector of the medical service . He heads the Bundeswehr Medical Service Command and the Bundeswehr Central Medical Service . He is the highest technical superior in the medical service of the Bundeswehr and all medical officers in the Bundeswehr.

appointment

The legal basis for the appointment as senior staff doctor is set by the Soldiers' Career Ordinance (SLV) and, in addition, the Central Service Regulations (ZDv) 20/7. In detail, however, the careers there are only regulated up to the rank of senior physician . The appointment as chief medical officer, on the other hand, is essentially a decision to be made by the employer on the basis of the suitability, qualifications and performance of the soldier, which is hardly subject to any further requirements. In practice, only professional officers who have a license to practice medicine and who have at least the medical expertise of a senior physician are appointed as general senior staff physician. According to the Soldier Career Ordinance, the ranks should be passed through regularly in the order described in the order of the Federal President and a minimum period of service in the previous rank of at least one year should be the rule; General Oberstabsärzte had previously been general physicians in practice for several years. There is no special examination to be taken before promotion to the rank of generals; In practice, however, general staff doctors have mostly completed the general staff / admiralty staff course at the command academy of the Bundeswehr .

Rank badge

The rank badge for General Oberstabsärzte corresponds essentially to that for Lieutenant General . Additional career badges in the form of a staff of Aesculapia are used to distinguish between the General Oberstabsärzte . In the career badge for doctors, the snake winds in a double twist , for dentists in a single twist around the staff.

The rank was newly created with the sixth order of the Federal President on the rank designations and the uniform of soldiers from May 5, 1966.

With regard to the power of command within the meaning of the Superiors Ordinance and Military Disciplinary Code , with regard to salary and with regard to equivalent, subordinate and superordinate ranks within the meaning of ZDv 14/5, general chief medical officers are, moreover, on an equal footing with lieutenant general . When it comes to medical issues, in particular, medical officers are often the superiors of higher-ranking soldiers. In the order of promotion to be regularly followed according to the Soldiers' Career Ordinance and ZDv 20/7, the senior staff doctor is the senior general staff doctor . In the careers for medical officers, the chief staff officer is the top grade; further promotion within this career is no longer permitted. Therefore, there is no rank for a medical officer that equals the rank of the general . Only Army and Air Force uniform wearers hold the rank of General Oberstabsarzt ; the corresponding rank for naval uniform bearers is the Admiral's chief officer .

The General Oberstabsarzt was a general rank in the army and air force of the German Wehrmacht. In both branches of the armed forces, the general officer was the same rank as the general of the armed forces . The equivalent rank in the Navy was the Admiral's Chief Staff Officer . A staff of Aesculapius was attached to the corresponding shoulder pieces between the two general stars . In the Waffen-SS , the Obergruppenführer and General of the Waffen-SS were comparable .

In the Wehrmacht , Siegfried Handloser attained the rank of General Oberstabsarzt , who also became chief of the Wehrmacht medical services in the Wehrmacht High Command from July 28, 1942 . The rank of chief admiralty was held by the chief medical officer of the Navy . The equivalent of the chief medical officer of the Kriegsmarine were the army medical inspector and the air force medical inspector .


Austria-Hungary

The Austro-Hungarian armed forces also knew the rank of chief medical officer. For example, Joseph Ritter von Kerzl (1841-1919), the long-time personal physician of Emperor Franz Joseph I , held this rank. In the land forces of Austria-Hungary , the rank of a general chief staff physician corresponded to that of a field marshal lieutenant .
