(21633) Hsingpenyuan is a main inner belt asteroid discovered on July 13, 1999 at the Lincoln Laboratory Experimental Test System ( IAU code 704) in Socorro , New Mexico as part of the Lincoln Near Earth Asteroid Research (LINEAR) project.

The asteroid belongs to the Vesta family , a large group of asteroids named after (4) Vesta , the second largest asteroid and third largest celestial body in the main belt. The ageless (not osculating ) orbital elements of (21633) Mattweegman are almost identical with those of the three smaller (when one of the absolute brightness of 16.2, 16.7 and 17.0 compared to 14.4 emanates) asteroid: (144070) 2004 BV 46 , (258999) 2002 TZ 74 and (333499) 2005 CC 18 .

(21633) Hsingpenyuan was named on August 22, 2005 after Hsing Pen-Yuan (* 1986), a student at Municipal Lishan Senior High School in Taipei , Taiwan , for participating in the 2005 Intel International Science and Engineering Fair , a pre-university Research competition, in the category Environmental Sciences Team Project (group project in environmental sciences) with his classmate Huang Wei-Kang had received the first prize. His project was titled Enhanced Cooling of Microelectronic Devices by Using the Thermoacoustic Effect (Optimized cooling of microelectronic components by using the thermoacoustic effect). By winning, they qualified for the European Union Contest for Young Scientists 2005, which took place in Moscow .
