ANC Youth League ( ANCYL ) is the youth organization of the African National Congress (ANC) and with around 360,000 members the largest in South Africa . It was founded in 1944 by Nelson Mandela , Walter Sisulu , Oliver Tambo and others.

aims

The 1944 Manifesto , which was adopted at the ANC National Congress in Bloemfontein in 1943, highlighted the struggle for development, progress and national liberation. The youth league was intended to reinforce the all-encompassing, national character of the ANC, while at the same time defining the goals of the movement more clearly and coordinating all youth groups who fought against apartheid . With a manifesto in 1948, the organization rejected the nationalist position "Africa for Africans". Instead, she professed to be a South Africa with people of different geographic and ethnic origins. Previously existing differences were negotiated in the background with the Transvaal Indian Congress . It was about the forms and the degree of social participation under the framework of restricted civil rights, where participation from the circle of politicians of Indian origin was consistently rejected. The core theses of the 1948 Manifesto included the creation of a “united nation”, the “replacement of foreign domination and leadership” and the achievement of conditions for Africans to enable them to “make their own contribution to human progress and well-being”.

According to the 2011 Constitution, ANCYL aims to create a united, non-racist , non-sexist and prosperous South Africa. In addition, it is committed to the defense of democracy , social change and patriotism .

organization

The ANCYL uses the same colors as the ANC, black, green and gold. Their round logo consists of three hands holding a spear, hammer and book. The red color of the logo on a gold background is supposed to remind of the blood of the fighters against apartheid. Any South African youth between 14 and 35 who shares and supports the goals of the organization can become a member of ANCYL. There is a membership fee as well as an annual membership fee. Women over 18 who are members of the ANCYL should get involved in the ANC Women's League .

Committees

At the national level, the National Congress is the highest body whose delegates meet once a year. He elects the National Executive Committee (NEC), which consists of the President , the Vice-President, a Secretary General , a Deputy Secretary General, a Treasurer and 30 elected leaders from the provinces .

At the state level, the provincial congress is the supreme body. He elects the Provincial Board (PEC), which consists of the provincial chairman, a deputy, a secretary, a treasurer and another 20 members. The regional assemblies and committees (REC) are installed below this. The lowest organizational level are branches that do the basic work on site.

News NEC

After Julius Malema was finally expelled from the party on April 24, 2012, the ANCYL was led by Vice President Ronald Lamola . The posts of General Secretary Sandiso Magaqa and Spokesman for Youth League Floyd Shivambu, who were also excluded, were also vacant. On May 2, 2012, a spokeswoman for the ANCYL announced that the website had been falsified and that the whole league was united behind the NEC. In addition to Lamola , the NEC included treasurer Pule Mabe , who was suspended from his position at the beginning of May 2012 but was still listed on the website, and the deputy general secretary Kenetswe Mosenogi.

Julius Malema as President

After Julius Malema took office as President in 2008, ANCYL made the headlines several times. Already at his election there should have been irregularities. In September 2011, Malema was found guilty of incitement to hatred guilty after the song Shoot the Boer (dt .: Shoot the Boer ) was sung. After the assassination of right-wing extremist Eugène Terre'Blanche in April 2010, the situation between white extremists and the ANCYL worsened after Malema had again taken up Shoot the Boer .

Exclusions from parties

In November 2011, Malema was expelled from the ANC for five years after internal party disciplinary proceedings; the ANCYL rejected the allegations and expulsion and threatened the overthrow of President Jacob Zuma . Malema and the ANCYL received support from Moeletsi Mbeki , Thabo Mbeki's brother , who spoke of an unfair trial and the right questions that the youth league was asking. On February 29, 2012, Malema was expelled from the ANC. He vowed never to leave the ANC and continues to serve as president of the youth organization. On March 5, 2012, an ANCYL spokesman announced that Malema would appeal the expulsion with the support of both the National Committee and the Provincial Committees and the entire League; the objection took place on March 14, 2012.

According to press reports, Pule Mabe, the treasurer of the youth league, was also suspended and threatened with disciplinary proceedings; he was considered a possible successor to Malema. Also on March 5, 2012, the ANCYL National Committee declared that the Youth League was “disgusted” by the press coverage of Mabe and Malema, spoke of a “disinformation campaign,” and asked several major newspapers, including the Sowetan and the Times , to apologize . Until then, members of ANCYL should ignore these newspapers. Mabe himself expressed himself in a press release by the ANCYL and spoke of "malicious rumors" against him and the League, the purpose of which was to undermine the organization and prevent the country's economic freedom. He called Malema the "commander in chief of economic freedom".

ANCYL spokesman Shivambu was expelled from the party for three years in late February 2012 for violating the ANC's constitution after cursing a journalist and speculating about regime change in Botswana . In addition, the resignation of his office as spokesman was suggested to him. At the same time, Secretary General Sindiso Magaqa was suspended for three years for making derogatory comments to Minister Malusi Gigaba . Both Shivambu and Magaqa appealed against this on March 14, 2012, and Magaqa apologized to Malusi on March 10, 2012 via the ANCYL website. On April 24, 2012, the contradictions of Malema, Magaqa and Shivambu were dismissed and all three were expelled from the party.

ANC versus ANCYL

Tensions between the ANC and its youth organization intensified in mid-March. After Jacob Zuma said in Port Elizabeth that the ANCYL would have to evolve once the disciplinary measures were adopted, the Youth League issued a press release accusing the ANC, and Zuma in particular, of disrespect and deliberate undermining of the party. At an event in Khayelitsha on March 16, 2012, members of the ANC demonstrated against Malema and the ANCYL. At a rally on March 25, 2012, Vice President Kgalema Motlanthe supported the ANCYL, which must be “militant, creative and determined”. After Malema's immediate suspension from office and from the party on April 4, 2012, a split between ANC and ANCYL or within ANCYL was considered possible. Given the possibility that Malema could fail before the Appeals Committee, part of the NEC was thinking out loud about a new president, while another part favored a "truth commission" to find the causes of misconduct and solutions to problems. Most of the provincial committees supported Malema. Malema's expulsion on April 24, 2012 was interpreted as a temporary high point, but not as the end of the power struggle within the ANC. Ronald Lamola, who led the youth league as vice-president after Malema was expelled, said in an interview that nothing has changed and that Malema is still president of the ANCYL; the same applies to Magaqa. If the executive committee of the ANC does not reverse the expulsion, the fight will continue at the Mangaung conference in December 2012.

The aim of the Malema faction was to remove Zuma as party leader. To support Malema, a group called Friends of the Youth League (FYL) was set up during the disciplinary process , which had 600 members from the ANCYL and the ANC. The ANCYL provincial committees partly signaled their support, partly they clearly distanced themselves from the group and Malema. The express support of the NEC of Malema as President of the ANCYL, despite its expulsion from the party, was seen as a clear challenge to the ANC and its disciplinary powers. In a joint statement, Malema, Magaqa and Shivambu pointed out that they disagreed with the decisions of the committees, which had been made on the basis of wrong political intentions, and that they wanted to remain active for the ANCYL; They also called on the members to stand united behind the elected leadership.
