Widmann was a son of Adalbert Freiherr von Widmann , President of the Moravian Parliament from 1871 to 1884. After attending grammar school in Brno , he studied law at Charles University in Prague . In 1891 he entered the civil service at the Lieutenancy in Prague, moved to the Ministry of the Interior in 1903 and became a Section Councilor in 1906. His career was probably also promoted by his father's position. In 1909 he went to the Silesian state government in Opava as councilor and deputy state president .

From January 9 to November 3, 1911, Widmann was Minister of Agriculture in the Bienert and Gautsch governments . He then moved back to the administration of Austrian Silesia and served as the Silesian state president from March 1915 until the end of the monarchy in November 1918.

After the war, Widmann retired to his extensive estates in Plaveč / Platsch, where he stayed until 1945. His application for Czechoslovak citizenship was rejected and he had to leave the country. Nothing is known about his further life.

Widmann was described as very conscientious, but quiet and withdrawn, politically insignificant.

Schloss Platsch, Widmann's residence, was expropriated after 1945 and is still used today as a retirement home.
