The Minister of the Interior of the State of Brandenburg gave his approval on July 9, 1992 for the establishment of the Lübbenau office. July 21, 1992 was set as the date of establishment of the office. The office based on office model 2 (the office used the administration of the city of Lübbenau) had its seat in the city of Lübbenau and consisted of eleven municipalities in what was then the district of Calau :

  1. Boblitz
  2. Great Beuchow
  3. Great Klessow
  4. Gross Lübbenau
  5. Kittlitz

The municipality of Leipe lodged a constitutional complaint before the constitutional court of the state of Brandenburg, which, however, was partly rejected and the rest rejected.
