Life

After graduating from high school and during his military service as a mountain hunter and radio operator in the Austrian Armed Forces , Reiter studied German literature , history , philosophy , psychology and pedagogy for teaching at higher schools at the University of Vienna since 1974 . He dealt with information theory , which led him to practical computing . After graduation as Mag. Phil. in 1979 Reiter taught at several grammar schools in Vienna as a contract teacher. Supervised by Johann Mader, he received his doctorate from the University of Vienna in 1981. phil. He passed rigorous exams in the minor subjects psychology (with Giselher Guttmann ) and modern history (with Michael Mitterauer ).

As part of a training and further education project for teachers at general secondary schools (AHS) and at the polytechnic school for the subject of computer science to be newly established from the 1985/86 school year , he was appointed to the then Federal Ministry for Education and Art (BMUK) in spring 1984 in order to create the curricular concept for the 14-day seminars at the computer companies IBM and Philips Data Systems with a team and to participate as a lecturer. The training under the title "Computer-Bildung-Gesellschaft" included, in addition to the acquisition of knowledge of hardware and software (work was carried out on IBM-XT-compatible PCs), a basic introduction to programming with BASIC and socio-economic issues such as data protection , Personnel information systems or qualification requirements in the age of microelectronics .

After the official examination before a committee for the higher administrative service in scientific use in the Ministry of Education, Reiter became a civil servant in the BMUK (his professional title "Professor" was initially replaced by the official title "Oberkommissär"). He worked as a department head and later a department head in the areas of IT / IT in the Austrian education system, media didactics, computer-aided teaching and learning as well as international developments in the field of new media . From the late 1980s onwards, Ministerialrat Reiter initiated and supervised evaluation projects on the use of new media as didactic teaching and learning aids in schools and universities.

In the following decades he lectured at specialist conferences at home and abroad and at educational fairs.

Reiter wrote technical reports on conferences and educational fairs as well as reviews on learning media in relevant magazines. He also published media didactic articles on the use of computers in class. In the 1990s, Reiter was also a co-opted board member of the Austrian Computer Society (OCG) and lecturer for multimedia didactics and media philosophy at the University of Vienna and Innsbruck. During this period he also worked as a lecturer at adult education centers .

Later, Reiter was entrusted with the task of assessing the importance of computers and new media in the Austrian primary school and starting pilot tests for an expansion in the Austrian Ministry of Education . From 1998 onwards, numerous innovative projects were started at primary level. The use of pocket PCs , interactive whiteboards , netbooks , iPods and tablet PCs in lessons at selected Austrian elementary schools, primarily in Vienna, was tested and evaluated . In addition, socio-cultural media projects were initiated under his leadership and cooperation. In the “Multi Media Culture” project, new media were used in a targeted manner in order to strengthen the community experience in a multicultural primary school with a high proportion of immigrant children through active media work. The “Media Art School” project was about the creative potential of children in short video film productions together. Individual projects were presented at international conferences, for example at the IFIP World Conference on Computers in Education (WCCE) in Bento Goncalves / Brazil in 2009 and at the conference "Informatics in Schools: Situation, Evolution and Perspectives" (ISSEP) 2011 in Bratislava.
