Antonella Mularoni (born September 27, 1961 in San Marino ) is a politician and judge from San Marino. She was elected Capitano Reggente (Head of State) of San Marino together with Denis Amici for the term of office from April 1, 2013 to October 1, 2013 .

biography

Professional career and promotion to a judge at the ECHR

After graduating from school in San Marino , which she received in 1980 with the highest grade (60 out of 60 points), she attended the school for interpreters and translators in Bologna and graduated in 1983 as a qualified translator in English and German . She then studied law at the University of Bologna between 1983 and 1986 and finished it again with a top grade (110 out of 110 points). In 1987 she was admitted to the bar and notary in San Marino.

From July 1986 to July 1987 she was Political Secretary to the Minister of Finance, Budget and Economic Planning and then until December 1990 Director of the Office for Relations with San Marinese Abroad at the Ministry of Foreign Affairs. During this period she was also Deputy Permanent Representative to the Council of Europe from October 23, 1989 to December 13, 1990 (during this time San Marino provided the deputy and then the chairman of the Council of Europe's Council of Ministers).

She then worked as a lawyer and notary from January 1991 to October 2001, before becoming a judge at the European Court of Human Rights (ECHR) on November 1, 2001 as the successor to Luigi Ferrari Bravo . In this function, she also took part in the 5th Congress of the European Union of Women Lawyers in Strasbourg in March 2005 . She held the office until September 30, 2008. Most recently she was President of the 2nd Senate of the ECHR from February to September 2008.

Political career

In addition, she began a political career at an early age. For several years she was a spokesperson for international relations on the executive committee of the youth movement of the Partito Democratico Cristiano Sammarinese (PDCS). She is also a member of the PDCS Central Committee. In the 1980s, as a member of the Committee for Equality, she campaigned for a change in family law, which was passed in April 1986 by the Parliament, the Grand Council and the General Council.

In January 1993 she was one of the founding members of the political movement " People's Alliance of Democrats of San Marinos (Alleanza Popolare dei Democratici Sammarinesi per la Repubblica) ". She was their coordinator from January to June 1993 and lastly from January 1998 to December 1999 President of the APDS Assembly. In March 2013 she was elected chairwoman of the AP.

In May 1993 she was elected for the first time as a member of the Grand and General Council (Consiglio Grande e Generale), of which she was a member until her appointment as a judge at the ECHR in March 2001. During this time she was, among other things, chairwoman of the APDS and a member of the standing committees for foreign affairs, migration, information, transport and telecommunications as well as for security and public order.

In the elections on November 9, 2008, she was re-elected as a member of the Grand and General Council and on December 3, 2008, she was appointed State Secretary (Minister) for Foreign and Political Affairs, Telecommunications and Transport.

In the elections of November 11, 2012, she was re-elected to the Consiglio Grande e Generale on the list of Alleanza Popolare. On December 5, 2012, the previous Finance Minister Pasquale Valentini replaced her as Foreign Minister. Mularoni became a member of the Foreign Affairs Committee and a member of the San Marinese delegation to the Inter-Parliamentary Union .

On March 20, 2013 she was elected by the Consiglio Grande e Generale together with Denis Amici for the term of office from April 1, 2013 to October 1, 2013 as Capitano Reggente. After Matteo Fiorini's resignation , she became Minister for Territory, Environment, Telecommunications, Youth and Sport (Segretario di Stato Territorio e Ambiente, Agricoltura, Telecomunicazioni, Politiche Giovanili, Sport, Protezione civile, Rapporti Aasp) in April 2014 .

Honors

Antonella Mularoni was awarded the Grand Cross of the Order of Merit of the Italian Republic in 2014.
