Time management. Basics and perspectives of the design of flexible working time systems is a compilation published in 1987 by the personnel researcher Rainer Marr ( University of the Federal Armed Forces Munich ) in the scientific Erich Schmidt Verlag in Berlin . It was included in the series of publications, Mensch und Arbeit im Technischen-Organischen Wandel , published by Ralf Reichwald and Rainer Marr ; The second revised edition appeared in 1993 and the third revised edition in 2001 .

The book deals with working time in an economic context (keyword labor market ), especially the interests of employers and employees . It is divided into six chapters, written by people from science and practice. While initially the reconciliation of interests is discussed, various design options are then shown (i.e. presentation of working time models ). Later it comes to practical working time arrangements in business and psychological aspects. Another chapter deals with the implementation . Finally, the authors deal with European developments.

For the publisher of the work, Rainer Marr (professor for business administration), making working time more flexible is a “challenge to business and society”. As a solution, he offers working time management , which he defines as "the design of the company working time system to harmonize working time requirements and working time supply in accordance with the criteria of economic and social efficiency and within the scope of the law and collective agreement". This definition has been used repeatedly, including by the Institute for Employment Research (IAB).

Furthermore, Marr worked out working time-related assessment criteria of economic (cost, productivity, integration and flexibility criteria) and social efficiency (objectively and subjectively measurable criteria).

For Ruedi Ergenzinger ( The Entrepreneurship ) the book gives arguments and assistance and thus contributes to the “objectification of the discussion” in a differentiated manner. It is a "very valuable" and "contemporary work" with "noteworthy" suggestions.

In the legal journal Recht der Arbeit , the lawyer Michael Rath-Glawatz found that the presentation of the personnel-related effects of flexible working hours provided the book with a “solid foundation”, especially for political , collective bargaining and entrepreneurial designers, but was also “of value” for labor lawyers .

The occupational psychologist Yvonne Ferreira ( Technische Universität Darmstadt ) considered the book to be a suitable overview and reference work on the subject of flexible working hours in a 2003 review in the Zeitschrift für Arbeitswissenschaft .

In 2006, the administrative director of the Bavarian Administration School certified the third edition in the journal for civil service law "unbroken topicality". Everyone who deals with the organization of working hours would benefit from the band.
