Rainer Marr

Rainer Marr (born July 17, 1942 in Gotha ) is a German economist . From 1974 to 2007 he was a professor at the University of the Federal Armed Forces in Munich and from 1991 to 1995 visiting professor at the Technical University of Chemnitz . From 2003 to 2006 he was also chairman of the Faculty Conference for Economics and Social Sciences . Marr has particularly distinguished himself in the field of human resources research . He is considered an " MBA pioneer" in Germany and is the "scientific father" of the Personnel Management Professionalization Index (pix) of the German Society for Personnel Management .

Origin and business studies

Rainer Marr was born in Gotha, in what was then the state of Thuringia . He studied from 1962 to 1967 Business Administration at the Ludwig-Maximilians University in Munich and put the exam for business graduate from. From 1968 to 1973 he was a research assistant at the chair of the production and cost theorist Edmund Heinen , who headed the institute for industrial research and business accounting . In 1970 he joined Heinen with a dissertation on industrial research and development. Chair holder, founding dean and director of the institute

From 1973 he was first representative of the Chair of Business Administration I and one year later became the Chair of General Business Administration with a focus on decision and organizational research and human resources management at the University of the Bundeswehr in Munich in Neubiberg. After more than thirty years of service, he retired in 2007 . Afterwards, Alexander Fliaster , an assistant to Marr, took over the chair until Stephan Kaiser succeeded him in 2009 . Marr was the founding dean of the Faculty of Economics and Organizational Sciences at the Bundeswehr University. There he headed the 19-strong Institute for Personnel and Organizational Research . The number of students was between 35 and 40 people. Marr supervised several scientific papers. His academic students and employees also included future university professors and others. a. Michael Stitzel (FU Berlin), Heidrun Friedel-Howe (UniBw Munich), Silke Wickel-Kirsch (RheinMain University), Regine Graml (Frankfurt University of Applied Sciences), Martin Elbe (HAM Erding), Alexander Fliaster (Otto Friedrich University Bamberg) and Andreas von Schubert (University of Wismar).

Munich Personal Forum

From 1987 the institute organized the Munich Personnel Forum , a dialogue event between science and practice that dealt with current issues of personnel management. In 2007 the Munich Personnel Forum was last held for the 15th time. In addition to several HR directors from large companies, there were also state politicians and scientists such as Hans Jürgen Drumm (University of Regensburg), André Habisch (Catholic University of Eichstätt-Ingolstadt), Franz Josef Radermacher (University of Ulm), Ralf Reichwald (Technical University of Munich), Sonja A. Sackmann (UniBw Munich) and Rolf Wunderer (University of St. Gallen) speakers. The Handelsblatt reported repeatedly on the event.

Society for the Promotion of Continuing Education and MBA Programs

Since 1987 he has been chairman of the board of the non-profit and university-affiliated society for the promotion of continuing education at the Universität der Bundeswehr München eV (gfw). Together with the gfw and the Saarland University, he is considered a "pioneer" for MBA programs in Germany. In 1989 he was " Spiritus rector " for the "Henley MBA (Distance Learning)", a part-time distance learning course in cooperation between gfw and the British Henley Management College in Reading. Over a period of ten years, a total of 140 graduates should have completed the European Executive MBA.

In addition, he was responsible for other concepts. In 2006, for example, he initiated the international and practice-oriented MBA “International Management” at Reutlingen University and the University of the Armed Forces in Munich, which is tailored exclusively to officers . This is to a not inconsiderable part of the Federal Armed Forces Vocational Promotion Service (BFD). He was also involved in the development of a Human Resource Masters, originally intended for the Bundeswehr University, which, after a delay, started again in 2011 as "Executive Master of Leadership in Human Resource Management" under the direction of Ingo Weller at the LMU Munich . Marr is a member of the advisory board.

Visiting professor and other commitments

From 1991 to 1995 he worked as a visiting professor at the Technical University of Chemnitz-Zwickau, where he was initially a member of the founding committee of the Faculty of Economics. He helped to build up the faculty, which to this day focuses on human resources. From 2009 to 2014, Marr was the director of the academy and chairman of the board of the Verwaltungs- und Wirtschaftsakademie eV (VWA) Munich. In 2011 he was elected to the national board of VWA.

He co-founded the scientific commissions "Human Resources" (1976) and "Organization" (1977) in the Association of University Lecturers for Business Administration (VHB). From 1980 to 1982 he was chairman of the Human Resources Commission and previously from 1975 to 1982 member of the association's board of directors. Together with Karl-Friedrich Ackermann and Eduard Gaugler and practitioners from the business world, he developed a curriculum on human wealth accounting on behalf of the Schmalenbach Society .

From 2003 to 2006 he was chairman of the Faculty Conference for Economics and Social Sciences (WiSoFT).

Publications

Marr is the author of numerous books (also published in Russia and Spain), of articles in anthologies (approx. 50) and of journal articles (approx. 30). He published in German and English-language economics journals a. a. in the Zeitschrift für Personalforschung , in Die Betriebswirtschaft , in Die Unternehmens , in the Journal of Change Management and in Schmalenbach's magazine for business research as well as in leading specialist magazines for human resources. He has written encyclopedia articles in renowned reference works such as the Encyclopedia of Business Administration and the International Encyclopedia of Business and Management . From 1982 he was together with Ralf Reichwald (Technical University of Munich) the editor of the series “ Mensch und Arbeit im Technischen-Organischen Alter” at the specialist publisher Erich Schmidt .

The subject area worked on by Marr includes a. Personnel management , personnel controlling and human resource management . In his writings, he repeatedly devotes himself to individual leadership in organizations. In his Festschrift , Marr is attested to a pragmatism in the sense of Immanuel Kant , which also applies to morality , i. H. Ethics and morals.

Part of Marr's estate is now in the university archive of the University of the Federal Armed Forces in Munich.

Study and research results

Marr belongs to the third generation of human resource management research. He is one of the most important representatives (together with Walter A. Oechsler from Mannheim) in the economic tradition of August Marx (1st generation) and Eduard Gaugler (2nd generation). The central frame of reference of this academic approach is planning and administration, whereby the relationship between employer and employee, but also legal and operational aspects, play an important role.

Theoretical work

Human resource management

Marr contributed several book chapters to the standard work Industriebetriebslehre (9th edition 1991). For the first time, a section entitled “ Human Resources ” was included in a business textbook . Marr and his colleague Peter Kupsch were entrusted with this in 1972 by their mutual teacher. Methodically and didactically, they built up the chapter around the incentive-contribution theory ( Simon / March 1958). Like Heinen, they broke away from Erich Gutenberg's mechanistic image of man .

In 1979 Marr worked out a "conflict-oriented approach" with his student Michael Stitzel . The scientists assign human resources management to a social science- interdisciplinary business administration. Conflicts , consisting of the different dimensions of visibility, intensity, frequency and timing, are an unavoidable component of individual behavior in organizations due to different target categories . They would have to be explained within the scientific discipline and recommendations for action found that balance interests . The approach has found its way into the literature and is occasionally interpreted as a “specific form of the stakeholder approach”.

Time management

In 1987 the anthology Arbeitszeitmanagement was published by Erich Schmidt Verlag . Basics and perspectives of the design of flexible working time systems (3rd edition 2001). In it, Marr also defined the term work time management .

European human resource management

In 1991, Marr was the editor of the double volume Euro-Strategisches Personalmanagement , which was positively received in science and published by Rainer Hampp Verlag . Marr himself initiated the work to the effect that strategic challenges would arise.

Absenteeism

To help practitioners, Marr published an anthology in 1996 at Verlag für Angewandte Psychologie , which was unique at the time, on the subject of absenteeism . In a total of eight contributions, the empirical-theoretical area, the incentives to encounter motivation and illness-related absenteeism and the individual effects on labor law were shown . Marr himself worked out a catalog of variables in the first chapter and outlined preventive and therapeutic intervention options.

In 2003, together with Alexander Fliaster, the work Jenseits der “Ich AG” was published by Rainer Hampp Verlag . In it, the authors examined alternative types of employment relationships between employees and employers. They were fundamentally based on the concept of the psychological contract . In particular, they dealt critically with the consequences of a possible transformation from incomplete contracts (“relational”) to transactional contracts (“transactional”). Marr and Fliaster also incorporated the international developments in the idea of corporate governance into their work .

Empirical work

Career analysis of former officers

In the book Kaderschmiede Bundeswehr? From officer to manager from 2001 (2nd edition 2002) a group led by Rainer Marr from the Institute for Personnel and Organizational Research empirically analyzed the career prospects of Bundeswehr university graduates . Marr's analysis results were picked up in both military sociology and the national media. The underlying surveys were carried out in 1991 and 1996. Former officers are often regarded as “ high potentials ” who, after a period of getting used to them , can advance to high performers in the civilian professional world . Personnel researcher Michel Domsch (HSU / UniBw Hamburg) came to comparable results as early as 1987. More than 80 percent of those surveyed by Marr switched to the private sector after their service . With a probability of 82.9 to 59 percent, graduated officers were more likely to rise to management positions than civilian university graduates. Almost half of them reached the management or board level . A network is emerging , according to media representatives. Marr admitted, however, that many of those listed were self-employed . The relevant sectors are the metal industry , aerospace technology , electrical engineering and the computer industry .

Study on downsizing

In 2003, Marr and his colleague Karin Steiner published a study at Deutsches Universitäts-Verlag on the measures taken to reduce staffing levels in German companies in the wake of increased competitive pressure . It is considered to be one of the few empirical works in this area. The researchers examined in detail the loss of human capital in the course of professional separation management in the form of interviews with managers and their employees . As a result, however, the companies surveyed were unable to achieve the company's economic goals such as lowering personnel costs. Marr and Steiner also devoted themselves to an overall consideration of indirect and social efficiency criteria . The success depends in particular on the respectively used soft or hard instrument (. Eg hiring freeze, non-renewal of temporary contracts , conversions and transfers , and termination agreements ) and on the design of the process from. They assessed critically that the options for employees to participate in the alternatives to downsizing were very limited.

Personnel management professionalization index

For the German Society for Personnel Management (DGFP), Marr developed the Personnel Management Professionalization Index (pix), which has been measuring the relationship between personnel management and corporate success since 2004 .
